Plastic waterproofing sheets generate plastic waste at different stages during their life cycle: production, construction process, service life and end-of-life.
This document specifies the source of recyclate made from pre-consumer material and post-consumer material as it is used in new products. These new products can be plastic waterproofing sheets, other sheets, other construction products or other products.
It defines terms and definitions.
It gives guidance for assessing the recyclates intended for use in the production of new products.
This document is applicable for similar products as construction sheets or membranes consisting of polymers or plastic components such as: swimming pool membranes, geosynthetic membranes, garden ponds membranes, protection membranes, accessories based on thermoplastic material such as walkways, prefabricated pieces. The listing is not exhaustive.
NOTE The design for recycling of packaging, including the recycling itself, is defined in the CEN/TC 261 “Packaging”.
Abdichtungsbahnen - Kunststoffrecycling und recycelte Kunststoffe - Kunststoffbahnen für Abdichtungen
Kunststoffbahnen für Abdichtungen verursachen in verschiedenen Lebensstadien (-phasen) Kunststoffabfall: bei Produktion, Einbau, Nutzungszeit und Ende der Lebensdauer.
Dieses Dokument legt die Quelle des Rezyklats fest. Das Rezyklat wird aus Pre- und Post-Consumer-Material hergestellt und in neuen Produkten verwendet. Diese neuen Produkte können Kunststoffbahnen für Abdichtungen, andere Bahnen, andere Bauprodukte oder andere Produkte sein.
Es legt Begriffe fest.
Es dient als Leitfaden für die Bewertung des Rezyklats, das für die Verwendung in der Produktion neuer Produkte vorgesehen ist.
Dieses Dokument ist für ähnliche Produkte anwendbar wie Bauplanen oder -bahnen aus Polymeren oder Kunststoffkomponenten, wie: Bahnen für Schwimmbecken, geosynthetische Bahnen, Gartenteichbahnen, Schutzbahnen, Zubehör aus thermoplastischen Werkstoffen wie Laufstege und vorgefertigte Teile. Die Auflistung ist nicht erschöpfend.
ANMERKUNG Die recyclingorientierte Gestaltung der Verpackung, einschließlich dem Recycling selbst, wird in CEN/TC 261 „Verpackung“ festgelegt.

This document (EN 18088:2025) has been prepared by Technical Committee CEN/TC 254 “Flexible
sheets for waterproofing”, the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by February 2026, and conflicting national standards shall
be withdrawn at the latest by February 2026.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

Introduction
This document is in accordance with the European Commission implementing decision M/584 on a
standardization request to the European Committee for Standardization and the European Committee
for Electrotechnical Standardization as regards plastics recycling and recycled plastics in support of the
European Strategy for Plastics in a Circular Economy.
A plastic waterproofing sheet is an article as identified in article 3 of Regulation (EU) N° 1907/2006
(REACH). It contains no substances which are intended to be released from the article under normal or
reasonably foreseeable conditions of use. Based on current knowledge, plastic waterproofing sheets do
not contain SVHC (substances of very high concern) as listed in Annex XIV of the REACH regulation or on
the candidate list published by the European Chemicals Agency in concentrations above 0,1 % (mass %).
Under the umbrella from the European Union’s Waste Framework Directive 2008/98/EC recycling of
waste is one type of material recovery process intended to save resources (virgin raw material, water,
and energy), while minimizing harmful emissions into air, water, and soil as well as any impacts on
human health. The environmental impact of recycling should be assessed over the whole life cycle of the
product.
It might be impossible to trace back each individual product including its components of the product at
the end user stage and to check whether the product has been used correctly through its life. It is possible
that during the lifetime contamination with other materials might occur that could affect the product’s
suitability for recycling into the intended application.
1 Scope
Plastic waterproofing sheets generate plastic waste at different stages during their life cycle: production,

plastic material resulting from the recycling of plastic waste, that is no longer waste
Note 1 to entry: Plastic recyclates can be used for the manufacturing of new articles or products and can be
reformulated using additives.
Note 2 to entry: Used plastic material loses its characteristics as waste as soon as it is treated in such a way that it
is separated, diverted or removed from the solid-waste stream in order to be recycled or used to substitute virgin
raw material. It is then called recovered material (see Annex B).
