Zweck

Zentrale Verpflichtungen
- Veröffentlichung von Geräuschangaben: Mitgliedstaaten können verlangen, dass Hersteller oder Einführer Angaben zur Geräuschemission ihrer Haushaltsgeräte veröffentlichen. Diese Angaben beruhen auf einheitlichen Messverfahren.

- Freier Warenverkehr: Die Mitgliedstaaten dürfen das Inverkehrbringen von Geräten nicht verweigern oder beschränken, wenn die Geräuschinformationen gemäß Richtlinie bereitgestellt werden.
- Normsetzung und Harmonisierung: Die Richtlinie fordert die Entwicklung harmonisierter EU-Normen durch CEN und CENELEC zur Messung und Kontrolle der Geräuschemission. Bis zur Harmonisierung werden nationale Normen anerkannt, sofern sie der Richtlinie entsprechen.

Umsetzungszeitraum
Die Mitgliedstaaten sind verpflichtet, die erforderlichen Maßnahmen zur Umsetzung der Richtlinie innerhalb von 36 Monaten nach deren Bekanntgabe zu ergreifen. Die Richtlinie wurde den Mitgliedstaaten am 4. Dezember 1986 bekanntgegeben, somit war die Frist zur vollständigen Umsetzung etwa bis Ende 1989 vorgesehen. - Izjeme: Direktivna ureditev ne velja za industrijsko ali profesionalno opremo, naprave vgrajene v stavbne instalacije (razen izjem navedenih gospodinjskih aparatov), sestavne dele opreme (npr. motorje) in elektroakustične aparate.

Časovni okvir za implementacijo
- Države članice so morale direktivo uskladiti z nacionalno zakonodajo v roku 36 mesecev od prejema obvestila o direktivi, torej do 4. junija 1990.
- Svet je do 1. januarja 1991 po predlogu Komisije določil velikost vzorcev in referenčne standardne odklone za posamezne vrste gospodinjskih aparatov.
- Do sprejetja usklajenih standardov se lahko uporabljajo preverjeni nacionalni standardi in tehnični predpisi.
- Države članice morajo tudi pravočasno obvestiti Komisijo o sprejetju nacionalnih ukrepov ter ji predložiti ustrezno zakonodajo.
Direktiva 86/594/EGS je torej usmerjena v izboljšanje okoljskih pogojev z zmanjševanjem hrupa gospodinjskih aparatov ter zagotavljanjem transparentnih informacij potrošnikom. Uvaja sistem objektivnega merjenja, označevanja in nadzora emisij hrupa kot obveznih elementov za proizvajalce in uvoznike na trgu Evropske skupnosti.

General Information
IEC 60704-2-3:2017 is intended to be used in conjunction with the third edition (2010) of IEC 60704-1, Household and similar electrical appliances - Test code for the determination of airborne acoustical noise - Part 1: General requirements. The relevant text of Part 1 as amended by this standard establishes the test code for dishwashers. This edition includes the following significant technical changes with respect to the previous edition: a) it doesn’t contain the description of an appropriate test enclosure because the test enclosure has been incorporated in IEC 60704-1:2010, Annex B; b) the values of standard deviations of sound power levels determined according to this part are given in Clause 1; c) to prevent an appliance being programmed to recognize the test cycles, and reacting specifically to them, in this new edition an artificial soil is used in addition to the unsoiled load and the rinse aid container has to be filled. This artificial soil successive may build up a film on the load. Therefore, detergent also has to be used. An initial test has shown that no foam is to be expected. This publication is to be read in conjunction with IEC 60704-1:2010.
