Zweck

Wesentliche Verpflichtungen
- Festlegung von schrittweise einzutretenden Ökodesign-Anforderungen an Staubsauger, insbesondere bezüglich Energieverbrauch, Staubaufnahme, Staubemission, Schallleistungspegel und Haltbarkeit (Schlauch und Motor).
- Ab 1. September 2014 gelten erste Anforderungen an Energieeffizienz und weitere Parameter, ab 1. September 2017 treten strengere Anforderungen in Kraft.
- Hersteller müssen die Einhaltung der Anforderungen durch geprüfte Mess- und Berechnungsmethoden sicherstellen.
- Erstellung technischer Dokumentationen zur Überprüfung und Marktüberwachung, inklusive Angaben zur Konformität gemäß den Anhängen der Verordnung.
- Marktüberwachungsbehörden der Mitgliedstaaten wenden ein verfahrensmäßiges Nachprüfungsverfahren an, um die Einhaltung zu kontrollieren.
- Einführung unverbindlicher Referenzwerte für die besten am Markt verfügbaren Staubsaugertechnologien, um die Transparenz und Vergleichbarkeit zu fördern.
- Überprüfung der Verordnung durch die Kommission spätestens fünf Jahre nach Inkrafttreten, mit besonderem Fokus auf Prüftoleranzen und mögliche Erweiterungen wie die Einbeziehung akkubetriebener Staubsauger regulärer Größe.
Betroffene Produkte und Akteure
- Geltungsbereich: Netzbetriebene Staubsauger einschließlich Hybridstaubsaugern (Netz- und Akku-Betrieb).

Umsetzungszeitplan

Excluant certains types spécifiques tels que les aspirateurs à eau, fonctionnant sur batteries, robots, industriels et d’extérieur, ce règlement fixe des critères relatifs à la consommation d’énergie, au taux de dépoussiérage, à l’émission de poussière, au niveau sonore et à la durabilité. Ces mesures sont mises en œuvre progressivement à partir de septembre 2014 avec un renforcement des exigences en 2017. - Critères indicatifs : Des critères de référence correspondant aux meilleures technologies disponibles sont fournis en annexe IV pour inciter à une meilleure performance environnementale.

Calendrier de mise en œuvre
- Entrée en vigueur du règlement : 28 juillet 2013 (20 jours après publication au Journal officiel de l’UE).
- Première étape de mise en conformité : 1er septembre 2014 - application des premières exigences d’écoconception.
- Seconde étape de mise en conformité : 1er septembre 2017 - application d’exigences renforcées.
- Réexamen :
- Un réexamen global du règlement doit être effectué au plus tard cinq ans après son entrée en vigueur, afin d’évaluer les progrès techniques et l’opportunité d’ajuster les exigences.
- Un réexamen spécifique portant sur la durabilité du flexible et la durée de vie utile du moteur devait intervenir au plus tard le 1er septembre 2016.
Ce règlement remplace certaines exigences relatives aux ventilateurs intégrés dans les aspirateurs, clarifiant ainsi leur régime spécifique.

Uredba izključuje sesalnike za mokro sesanje, industrijske, centralne, robotske sesalnike, talne loščilnike in sesalnike za zunanjo uporabo, saj imajo specifične značilnosti. Pomembni okoljski vidiki so poraba energije, zmogljivost pobiranja prahu, izpust prahu, hrup in vzdržljivost. Namen
