Overview

EN 17030:2018 - Space - Earth Observation - Image Processing Levels is a European standard developed by CEN that provides clear definitions for the various processing levels of images produced by Earth observation systems. This standard applies to image products generated from key remote sensing sensor types, including electro-optical (infrared and hyper-spectral) and Synthetic Aperture Radar (SAR). The guidance defined in EN 17030:2018 builds a common framework to describe the transformation of raw sensor data into processed images. It enables all stakeholders to understand the depth of information provided, the use of auxiliary data, and facilitates the compatibility and interoperability of diverse Earth observation data products.

Key Topics

  • Image Processing Levels: EN 17030:2018 describes distinct image processing steps, known as levels, standardizing how Earth observation image products are classified and identified.

    • Level 0: Raw sensor data that has not been processed into an image product.
    • Level 1: An image product without specific presentation or customer-driven transformations, but with details about geometry (sensor-specific, geo-referenced, or Earth-related coordinates) and radiometry (calibrated or uncalibrated).
    • Level 2: Image products with application- or customer-specific transformations and presentations.
  • Sensor Types: The standard applies to images acquired from:

    • Electro-optical sensors (covering visible, infrared, and hyper-spectral bands)
    • SAR (Synthetic Aperture Radar) sensors
  • Data Interoperability: Establishes mechanisms to express the depth of information, the calibration status, and the auxiliary data used, aiding in the compatibility across different providers and sensor types.

  • Metadata and Declarations: Specifies requirements for detailed metadata, including transformation rules, calibration details, and references, ensuring traceability and consistent interpretation.

Applications

EN 17030:2018 has significant practical value across the entire Earth observation sector, including:

  • Data Providers & Processors: Enables uniform classification of image products, simplifying data exchange and quality assurance.
  • Satellite Operators: Facilitates the communication of data products across various missions and platforms, ensuring clarity for downstream users.
  • Geospatial Analysts & Scientists: Assists in selecting image products that match required processing levels for applications such as land use monitoring, environmental change detection, and disaster response.
  • Software Developers: Provides a standardized framework for implementing image processing chains, improving automation and interoperability in geospatial information systems.
  • Policy Makers & Standards Bodies: Supports efforts to harmonize Earth observation data integration at national and European levels.

Related Standards

For comprehensive use, EN 17030:2018 is typically referenced with the following standards:

  • EN ISO 19115: Geographic information - Metadata
  • EN 15752: Space - Earth observation - Optical sensors - General requirements
  • ISO 19101: Geographic information - Reference model
  • ISO 19124: Calibration and validation of remote sensing imagery

These related standards further enhance data compatibility, metadata management, and processing integrity in the context of space-based Earth observation.

By adopting EN 17030:2018, organizations gain a structured and interoperable approach to representing and processing Earth observation images. The standard enhances transparency, reliability, and comparability of satellite-derived data across the growing ecosystem of space-based remote sensing applications.
