Overview
oSIST prEN IEC 62841-4-10:2023/oprAA:2023 is a European draft amendment standard developed by the European Committee for Electrotechnical Standardization (CENELEC) under CLC/TC 116. It addresses particular safety requirements for electric motor-operated, pole-mounted pruners, which are widely used in maintenance of trees, shrubs, and general landscaping. The standard supplements and modifies EN 62841-1:2015, ensuring that safety, noise, vibration, and battery operation aspects specific to pole-mounted pruners are properly addressed. This amendment enhances conformance with essential safety requirements under the EU Machinery Directive 2006/42/EC.
Key Topics
Safety Requirements for Pole-Mounted Pruners:
Provides supplemental and specific guidelines to mitigate risks associated with electric pole pruners, building on general tool safety requirements.Noise and Vibration Emission Measurement:
Updates and clarifies the measurement techniques for noise and vibration emissions to provide accurate and harmonized testing, as per Annex I modifications.Battery Operation Restrictions:
Specifies that pole-mounted pruners should not house integral batteries, directly impacting the design and compliance checks (see Annex K).Normative References:
Aligns with related European and international publications for consistent terminology and measurement methodologies, enhancing the reliability of safety testing.Conformance with EU Legislation:
Includes Annex ZZ, detailing the relationship between the requirements of this European Standard and the essential requirements of Directive 2006/42/EC. This provides industry stakeholders a pathway to demonstrate presumption of conformity with EU safety legislation.
Applications
This standard is crucial for manufacturers, importers, and distributors of electric motor-operated, pole-mounted pruners. Its scope and requirements support:
Product Design and Manufacturing:
Ensuring pole pruners are designed and constructed to reduce risks to operators, particularly regarding electric safety, noise, and vibration exposure.Market Access and Compliance:
By following the requirements set by oSIST prEN IEC 62841-4-10:2023/oprAA:2023, products are better positioned for CE marking and access to the European market, supporting legal compliance with the Machinery Directive.Testing and Certification:
Laboratories, notified bodies, and conformity assessment organizations use the criteria and references identified in this standard for verifying compliance and generating technical documentation.Increased User Safety:
The improved guidelines and harmonization efforts lead to safer products for end-users, reducing occupational hazards such as electrical shock, hearing loss, and hand-arm vibration syndrome.
