Overview
EN 61249-2-1:2005 (CLC adoption of IEC 61249-2-1:2005) specifies requirements for phenolic cellulose paper reinforced laminated sheets, economic grade, copper-clad, used as base materials for printed boards and other interconnecting structures. The standard covers copper-clad laminate thicknesses from 0.8 mm to 3.2 mm and defines two material grades for flammability: Material 61249-2-1-1 (general purpose, flammability not specified) and Material 61249-2-1-2 (defined flammability via the vertical burning test), with assigned flammability classes FV0 or FV1.
Key topics and requirements
EN 61249-2-1:2005 addresses both electrical and non‑electrical properties relevant to copper-clad phenolic laminates:
- Materials and construction: resin system, reinforcement and copper foil specification.
- Internal marking: identification and traceability of sheets.
- Electrical properties: parameters and test methods for dielectric behavior (referenced test standards apply).
- Non-electrical properties (copper-clad):
- Appearance, laminate thickness tolerances (0.8–3.2 mm), bow and twist, and dimensional stability.
- Copper bond/peel strength, punching/machining suitability and sheet/cut panel sizes.
- Base material properties after copper removal:
- Appearance, flexural strength, flammability (vertical burning), water absorption, measling, glass transition temperature and cure factor.
- Quality assurance and documentation: qualification and conformance inspection, certificate of conformance, safety data sheet, packaging and ordering information.
Practical applications
- Use this standard when selecting or specifying economical copper-clad phenolic laminates for:
- Low-cost printed circuit boards (PCBs) and simple interconnecting structures.
- Consumer electronics, appliances, lighting fixtures and other applications where cost and standard mechanical/electrical performance are primary concerns.
- EN 61249-2-1:2005 helps manufacturers and purchasers ensure material consistency, manufacturability (punching, machining), and safety (flammability class).
Who should use this standard
- PCB material suppliers and laminators
- Printed circuit board manufacturers and fabricators
- Design and procurement engineers specifying base materials
- Quality and compliance teams, test laboratories and certification bodies
Related standards
The standard references and aligns with related documents including IEC 61189-2 (test methods for materials), IEC 61249-5-1 (copper foil specifications) and management standards such as ISO 9000 and ISO 14001 for quality and environmental systems.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with an IEC Publication.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
