Overview

SIST EN 301 166-2 V1.2.3:2010 is a harmonized European standard developed by SIST and based on ETSI EN 301 166-2, addressing electromagnetic compatibility (EMC) and radio spectrum matters (ERM) for land mobile radio equipment. This standard specifically covers analogue and/or digital radio equipment intended for speech or data transmission, operating on narrow band channels and equipped with an antenna connector. It fulfills the essential requirements of Article 3.2 of the R&TTE Directive (Directive 1999/5/EC), ensuring that radio equipment effectively uses the allocated spectrum and avoids harmful interference.

The standard applies to base stations, mobile stations, and certain types of handportable stations that operate within 30 MHz to 3 000 MHz frequency bands and meet narrowband channel requirements as set by national administrations.

Key Topics

  • Scope and Applicability: Covers radio transmitters and receivers for private mobile radio (PMR) services and land mobile service, including equipment using narrow band channels (less than 10 kHz), for both speech and data.
  • Equipment Types:
    • Base stations with antenna connectors
    • Mobile stations with antenna connectors
    • Handportable stations with external or internal 50 Ω RF connectors
  • Technical Requirements:
    • Transmitter specifications: frequency error, maximum conducted and radiated power, adjacent and alternate channel power, unwanted emissions, intermodulation attenuation, transient power, and transmitter timeout timer.
    • Receiver specifications: usable sensitivity, co-channel rejection, adjacent channel selectivity, spurious response, intermodulation response rejection, blocking, and spurious radiations.
  • Conformance Testing: Describes compliance assessment procedures under normal and extreme environmental conditions, measurement uncertainty, and official interpretation of results.
  • Environmental Profile: Equipment must conform to technical requirements across declared operational environmental limits.
  • Directive Compliance: Meets the essential requirements for spectrum efficiency and interference avoidance under Article 3.2 of the R&TTE Directive.

Applications

This standard plays a crucial role in supporting the compliance and interoperability of land mobile radio equipment, impacting a range of industries and operational contexts:

  • Public Safety and Emergency Services: Ensures reliable and interference-free communications for police, fire, and medical teams.
  • Transportation and Logistics: Supports fleet management, dispatch, and operational communications for transportation providers.
  • Industry and Utilities: Meets the reliability requirements for mobile communications in energy, mining, manufacturing, and similar sectors.
  • Private Networks: Enables secure, efficient use of licensed narrowband frequencies in private radio networks.
  • Product Certification: Facilitates the CE marking process by providing harmonized requirements for radio equipment placed on the European market.

Related Standards

SIST EN 301 166-2 draws upon and is closely linked to a set of key related standards:

  • SIST EN 301 166-1: Defines the technical characteristics and measurement methods for the same class of radio equipment.
  • ETSI TR 100 028: Provides guidelines on measurement uncertainties in mobile radio equipment testing.
  • ETSI EG 201 399: Outlines modular standards structures for R&TTE Directive compliance.
  • Directive 1999/5/EC (R&TTE Directive): Establishes essential requirements for radio and telecommunications equipment in the EU.
  • Directive 98/34/EC: Lays down procedures for information provision on technical standards and regulations in the EU.

By adhering to SIST EN 301 166-2, manufacturers and service providers can ensure their land mobile radio equipment is electromagnetically compatible, spectrum-efficient, and fit for regulated European markets. This standard is pivotal for achieving conformity, certification, and reliable performance in professional mobile communication systems.

Foreword
This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [i.4] (as amended) laying down a procedure for the provision of information in the
field of technical standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [i.3] of the European Parliament
and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive" [i.3]).
The present document is part 2 of a multi-part deliverable covering Land Mobile Service; Radio equipment for analogue
and/or digital communication (speech and/or data) and operating on narrow band channels and having an antenna
connector, as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering essential requirements of article 3.2 of the R&TTE Directive".
Technical specifications relevant to Directive 1999/5/EC [i.3] are given in annex A.
