Abstract

Revise LBT definition as decided during ERM#38.
The present document covers the minimum characteristics considered necessary in order to avoid harmful interference and to make acceptable use of the available frequencies. The present document applies to equipment with integral antennas, used in angle modulation systems in the land mobile service, operating on radio frequencies between 30 MHz and 1 000 MHz, with channel separations of 12,5 kHz, 20 kHz and 25 kHz, and is intended primarily for analogue speech. In the present document different requirements are given for the different radio frequency bands, channel separations, environmental conditions and types of equipment, where appropriate. The present document is complementary to EN 300 086 [i.4], which covers radio equipment with an internal or external RF connector, for use in the land mobile service.

Overview

SIST EN 300 296-2 V1.3.1:2010 describes essential requirements for the electromagnetic compatibility (EMC) and efficient use of the radio spectrum for land mobile service radio equipment. Specifically, this standard focuses on equipment using integral antennas intended primarily for analogue speech, operating in the 30 MHz to 1 000 MHz frequency range with channel separations of 12.5 kHz, 20 kHz, and 25 kHz. As a harmonized European Standard, it covers the essential requirements of Article 3.2 of the R&TTE Directive, ensuring that equipment avoids harmful interference and makes acceptable use of available frequencies.

This standard is complementary to EN 300 086, which covers radio equipment with internal or external RF connectors for analogue speech in land mobile services.

Keywords: land mobile radio, electromagnetic compatibility, analogue speech, EMC, radio spectrum, integral antenna, R&TTE Directive, channel separation

Key Topics

  • Minimum Requirements for EMC and Spectrum Use

    • Defines criteria to prevent harmful interference
    • Ensures optimal use of available frequency bands
  • Equipment Scope

    • Applies to radio equipment with integral antennas using angle modulation
    • Covers devices intended for analogue speech transmission
    • Supports operation across wide frequency bands (30–1,000 MHz)
    • Addresses various channel separations
  • Essential Radio Test Suites

    • Outlines required testing for transmitters and receivers
    • Specifies conditions for demonstrating compliance
  • Environmental Conditions

    • Establishes operational boundaries based on environmental class
    • Compliance must be maintained under all normal and specified extreme conditions
  • Conditional and Unconditional Requirements

    • Differentiates between universally applicable requirements and those dependent on device functionality (e.g., listen-before-transmit features)

Applications

Land Mobile Service radio equipment is vital in settings where robust, reliable analogue voice communication is required, such as:

  • Public Safety and Emergency Services: Police, fire, and medical teams use compliant radios to ensure dependable, interference-free voice communication.
  • Commercial Fleet and Logistics: Transportation and service industries depend on these standards for efficient group and dispatch communications.
  • Industrial Operations: Mining, construction, and utilities rely on standardized land mobile radios for worker coordination and site safety.
  • Event and Venue Management: Ensures seamless communication for security and operations staff.
  • Governmental and Municipal Services: Standardized radios are used within local and national public service agencies.

By complying with SIST EN 300 296-2 V1.3.1:2010, manufacturers and users help ensure their radio equipment meets European regulatory requirements for EMC and spectrum management, supporting safe and effective analogue voice transmission without disrupting other radio services.

Related Standards

  • EN 300 296-1: Technical characteristics and measurement methods for similar equipment with integral antennas.
  • EN 300 086: Covers similar requirements for equipment with internal or external RF connectors.
  • ETSI TR 100 028: Guide on measurement uncertainties for mobile radio equipment.
  • R&TTE Directive (1999/5/EC): European policy governing radio and telecommunications terminal equipment compliance.
  • ETSI EG 201 399: Modular structure and guidance for harmonized standards under the R&TTE Directive.

Conclusion:
SIST EN 300 296-2 V1.3.1:2010 is a critical reference for manufacturers, testing laboratories, and regulatory bodies involved with land mobile radio equipment. It ensures devices are not only technically sound but also compliant with European EMC and spectrum use regulations, fostering safe and reliable analogue speech communication across the land mobile service industry.

Foreword
This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC (as amended) laying down a procedure for the provision of information in the field of
technical standards and regulations [i.2].
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [i.1] of the European Parliament
and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive") [1].
Technical specifications relevant to Directive 1999/5/EC [i.1] are given in annex A.
The present document is part 2 of a multi-part deliverable covering the Land Mobile Service; Radio equipment using
integral antennas intended primarily for analogue speech, as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering the essential requirements of article 3.2 of the R&TTE Directive".
