General Information
- Abstract
The present document covers the technical requirements for radio transmitters and receivers used in stations in the Private Mobile Radio (PMR) service. It applies to use in the land mobile service, operating on radio frequencies between 30 MHz and 1 GHz, with channel separations of 12,5 kHz, 20 kHz and 25 kHz, primarily intended for analogue speech. The equipment comprises a transmitter and associated modulator and/or a receiver and associated demodulator. The types of equipment covered by the present document are as follows:
- base station (equipment fitted with an antenna connector, intended for use in a fixed location);
- mobile station (equipment fitted with an antenna connector, normally used in a vehicle or as a transportable);
and
- those hand portable stations:
a) fitted with an antenna connector; or
b) without an external antenna connector, but fitted with a permanent internal or a temporary internal 50 Ω Radio Frequency (RF) connector which allows access to the transmitter output and the receiver input. Hand portable equipment without an external or internal RF connector and without the possibility of having a temporary internal 50 Ω RF connector is not covered by the present document.

Overview
SIST EN 300 086-2 V1.3.1:2010 is a harmonized European standard developed by the Slovenian Institute for Standardization (SIST) in collaboration with ETSI. It addresses electromagnetic compatibility (EMC) and radio spectrum matters for radio equipment used in the land mobile service-specifically, private mobile radio (PMR) equipment primarily designed for analogue speech. This standard outlines the essential requirements mandated by Article 3.2 of the R&TTE Directive 1999/5/EC, promoting reliable operation, efficient spectrum use, and interoperability for radio transmitters and receivers operating between 30 MHz and 1 GHz.
Key Topics
- Technical Requirements: The standard specifies transmitter and receiver requirements including frequency error limits, transmitter power, effective radiated power, adjacent channel performance, and spurious emissions control.
- Applicability: It covers base stations, vehicle/mobile stations, and portable radio equipment with either internal or external RF connectors, mainly used for analogue voice communication.
- Portable units must have RF connectors (internal, external, or temporary 50 Ω) for compliance.
- Environmental Profile: Manufacturers must declare the expected environmental conditions for equipment operation. Equipment is required to meet technical standards across these declared ranges.
- Testing and Compliance: Contains directives for test procedures, including environmental conditions, power source requirements, and measurement tolerances. Tests are aligned with standard methods to establish conformance.
Applications
SIST EN 300 086-2 V1.3.1:2010 is fundamental for manufacturers and users of private mobile radio (PMR) equipment in land mobile services. Its application ensures:
- Product Certification: Equipment that meets the standard can presume conformity with the essential spectrum and EMC requirements of the R&TTE Directive, facilitating access to the European market.
- Public Safety and Professional Users: Typical applications include communication devices for emergency services, security personnel, transport, utility operations, and onsite coordination.
- Industry Compliance: Manufacturers designing base, mobile, or portable PMR equipment for analogue voice must ensure their products comply with the specified limits and testing requirements.
- Radio Spectrum Efficiency: The standard ensures equipment does not interfere with other spectrum users by limiting spurious emissions and adjacent channel power, promoting optimal use of the radio frequency spectrum.
Related Standards
- EN 300 086-1: Specifies technical characteristics and measurement methods for land mobile radio equipment (analogue speech). It defines the key parameters referenced in Part 2.
- ETSI TR 100 028: Covers uncertainties in the measurement of mobile radio equipment characteristics, relevant for test procedures.
- EN 300 296: Pertains to radio equipment using integral antennas for analogue speech, complementing the scope of EN 300 086-2.
- R&TTE Directive (1999/5/EC): The overarching European legislation for radio and telecommunications equipment conformity.
- EG 201 399: Provides guidance for producing harmonized standards under the R&TTE Directive.
Practical Value
Adhering to SIST EN 300 086-2 V1.3.1:2010 ensures that PMR land mobile radio equipment meets stringent electromagnetic compatibility and radio spectrum requirements. This fosters compatibility, reduces harmful interference, and supports reliable analogue communications across critical industries. It also streamlines regulatory approval and market access within the EU, reducing barriers for manufacturers and suppliers in the telecommunications sector.

This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC (as amended) [i.2] laying down a procedure for the provision of information in the
field of technical standards and regulations.

Official Journal of the European Communities referencing the Directive 1999/5/EC [i.1] of the European Parliament
and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive").
Technical specifications relevant to Directive 1999/5/EC [i.1] are given in annex A.
