Overview
SIST ETS 300 086:1998/A2:1998 is an essential amendment to the European standard for radio equipment within the land mobile group. Developed by the Slovenian Institute for Standardization (SIST) in alignment with the wider ETSI standard (ETS 300 086), this document specifies the technical characteristics and test conditions for radio equipment equipped with internal or external RF (radio frequency) connectors, intended primarily for analogue speech transmission. The standard is a key reference for ensuring electromagnetic compatibility (EMC) for land mobile communications, supporting harmonization with the EMC Directive (Council Directive 89/336/EEC) within the European Union.
This amendment not only updates the requirements of the original ETS 300 086:1991 standard but also implements necessary changes for harmonization, making it a reference point for national type approval regulations in CEPT (European Conference of Postal and Telecommunications Administrations) countries.
Key Topics
- Technical Specifications: Details the essential transmitter and receiver parameters such as frequency error, carrier power variation, effective radiated power (ERP), channel spacing (12.5, 20, 25 kHz), frequency deviation, spurious emissions, intermodulation attenuation, and blocking/desensitisation.
- Test Conditions: Defines standardized test methodologies, including temperature ranges for operation (-20°C to +55°C as typical, and 0°C to +30°C under specific conditions).
- Type Approval Regulations: Aligns product approval procedures across Europe for analogue land mobile radio equipment, facilitating cross-border movement of goods and services.
- Electromagnetic Compatibility (EMC): Ensures compliance with EMC requirements by specifying the limit values and measurement methods for spurious radiations, adjacent channel power, spurious response rejection, and other relevant parameters.
- Harmonization: Serves as a basis for harmonizing national regulations regarding analogue land mobile radio equipment, supporting Europe-wide interoperability.
Applications
The standard is directly applicable to manufacturers, network operators, and certification bodies involved in the design, production, and market entry of analogue land mobile radio equipment with RF connectors. It is particularly relevant for:
- Public Safety and Emergency Services: Ensuring robust and compliant communication devices for police, fire, medical and disaster response networks.
- Private Land Mobile Networks: Supporting industries such as transportation, logistics, utilities, and construction, where reliable voice communications are critical.
- National Regulatory Authorities: Providing a baseline for type approval processes and market surveillance to ensure equipment compliance.
- Cross-Border Trade: Facilitating the free movement of compliant radio equipment across European markets by harmonizing technical requirements and testing procedures.
- System Integrators: Guiding technical due diligence and system design for projects using land mobile radio solutions.
Related Standards
- ETS 300 086: The base European specification for technical characteristics and test conditions for land mobile radio equipment.
- ETS 300 279: Complementary standard, referenced for harmonization, particularly in the context of EMC.
- ERC/DEC/(95)02: European Radiocommunications Committee Decision mandating the adoption of ETS 300 086-based requirements in national approval schemes.
- Council Directive 89/336/EEC (EMC Directive): The overarching European directive on electromagnetic compatibility, to which this standard is harmonized.
- CEPT Recommendations T/R 24-01 & T/R 25-08: Guidelines for frequency arrangements and channel separations within CEPT countries.
SIST ETS 300 086:1998/A2:1998 is fundamental for the certification and deployment of analog land mobile radio equipment in the European market, ensuring electromagnetic compatibility, conformity, and harmonized approval processes across member states.

EXPLANATORY MEMORANDUM
1. INTRODUCTION
The free movement of radiocommunications goods and the provision of Europe-wide services for
radiocommunications are only achievable if there exist common regulations throughout Europe regarding
availability of frequency bands, type approval requirements and border crossing procedures. A basic requirement to
fulfil these objectives is the Europe-wide implementation of national regulations based on the European
Telecommunications Standards (ETSs) developed by the European Telecommunications Standards Institute (ETSI).
This Decision (ERC/DEC/(95)02) provides the necessary mechanism for CEPT administrations to commit
themselves to implement, within their national regimes, European Telecommunications Standard 300 086 and
withdraw any conflicting national standard.
2. BACKGROUND
Both the ERC and ETSI are involved in the development of common regulations, as described in (1) above. The
Memorandum of Understanding between ERC and ETSI explains the respective responsibilities of the two
organisations and its annex describes the principles of cooperation. The ERC, for its part, should, inter alia, adopt
