Overview

SIST EN 15876-2:2017 specifies the abstract test suite (ATS) used to evaluate the conformity of on-board equipment (OBE) and roadside equipment (RSE) within electronic fee collection (EFC) systems that utilize Dedicated Short-Range Communication (DSRC) technology. Developed as part of a two-part European Standard, this document delivers the formal testing framework required to ensure interoperability and compliance with EN 15509, the reference standard for interoperable EFC transactions via DSRC.

This standard is essential for suppliers, certification bodies, and operators who require validated and harmonized assessment procedures for DSRC-based tolling systems. It provides a common foundation for conformance testing, supporting reliable integration of OBE and RSE from multiple vendors.

Key Topics

  • Abstract Test Suite (ATS): The ATS, specified using Tree and Tabular Combined Notation (TTCN), defines a comprehensive set of tests matching the structure and test purposes defined in EN 15876-1. These test cases provide a systematic means of verifying that OBE and RSE adhere to the requirements of EN 15509.

  • Testing Methodology: The standard defines conventions for naming, structuring, and implementing test cases to promote clarity and consistency. It includes both graphical and machine-processable TTCN representations, facilitating use in automated test environments.

  • Conformance Evaluation: The document emphasizes objective and repeatable methods for assessing product conformity. Test identifiers, parameter declarations, and verdict handling are designed to guarantee transparency and traceability throughout the assessment.

  • PIXIT Proformas: Partial Implementation eXtra Information for Testing (PIXIT) forms for both on-board and roadside equipment support manufacturers and test laboratories by documenting implementation-specific details necessary for running the ATS effectively.

Applications

  • Tolling System Certification: Automated tolling operators and certification organizations use the ATS to verify that OBE and RSE products from different vendors are fully compliant and interoperable according to EN 15509. This is critical for tolling networks requiring seamless cross-border or multi-vendor interoperability.

  • Tender Compliance: Road transport authorities can reference this standard in procurement processes, ensuring that solutions submitted by vendors are independently verifiable and compatible within the wider DSRC-based EFC ecosystem.

  • Product Development and QA: Manufacturers of DSRC OBE and RSE incorporate the ATS into their quality assurance and product validation cycles. Early identification of non-conformities reduces integration risks and supports accelerated time-to-market.

  • Interoperability Initiatives: Industry consortia and projects focused on European EFC harmonization rely on the systematic testing procedures specified in SIST EN 15876-2:2017 to underpin mutual recognition of certified equipment across borders.

2 EN 15876-2, Evaluation of on-board and roadside equipment for conformity to EN 15509
Part 1 of the standard defines the test suite structure and the test purposes for conformity evaluation of OBEs and RSE designed for compliance with the requirements set in EN 15509. A test standard for evaluation of conformity of on-board and roadside equipment is a necessary element for coherent, practical and effective appraisal of products' compliance to EN 15509. Part 2 of the European Standard (this standard) provides the Abstract Test Suite (ATS), which are translations of the "human-readable" TSS&TP suite into Tree and Tabular Combined Notation (TTCN). The ATS is based on the TTCN test script language that is suitable for implementation in computer-aided test tools and for specification of test cases and steps for assessment of protocol and application behaviour. TTCN is a widespread dedicated test programming language for compliance testing and is standardized in ISO/IEC 9646-3. The TTCN language is supported by modern automated tools that accelerate software design, implementation and testing. Together, the two parts of EN 15876 provide the necessary foundation for implementation of the interoperability requirements as stated in EN 15509: — industry is provided with an easy-to-use toolbox for product assessment; — operators can easily assess conformity to EN 15509 and reference to the standard in tendering processes; — authorities and joint undertakings may reference to the test standard when stating interoperability requirements; — certification organisations are given an effective tool for certification of products. This part of EN 15876 is based on: — EN 15509:2014, — the set of dedicated short range communication (DSRC) standards defining the communication stack, and — ISO/IEC 9646. SIST EN 15876-2:2017
