SIST EN 13011:2001
(Main)Transportation services - Good transport chains - System for declaration of performance conditions
General Information
- Abstract
This European Standard specifies requirements for making declarations with reg ard to the quality of performance of a goods transport service. It is intended to establish a means whereby service providers can set out specific data with regard to the performance criteria relevant to the service being provided that will enable shippers/packers to adequately plan their requirements and to meet their obligations under the packaging waste directive. This European Standard does not specify standards of performance. Annex A provides an example of a suitable form of declaration.

Overview
EN 13011:2000 - "Transportation services - Good transport chains - System for declaration of performance conditions" (CEN) defines a framework for making clear, consistent declarations about the quality and performance of goods transport services. The standard specifies requirements for how service providers communicate performance-related data so that shippers, packers, and other logistics stakeholders can plan operations and meet regulatory obligations such as the packaging waste directive. EN 13011 does not set numerical performance levels; it provides a method for declaring conditions. Annex A includes an example declaration form.
Key Topics
- Purpose and scope: Establishes a standardized approach for declaring transport service performance information without prescribing performance targets.
- Declaration requirements: Defines what information should be presented to make performance understandable and actionable (i.e., the nature of the service, relevant performance criteria, and conditions affecting performance).
- Data content (typical examples): While the standard does not mandate specific metrics, declarations commonly include transit times, delivery windows, handling and storage conditions (e.g., temperature control), load restraint and packaging requirements, tracking/visibility provisions, liability and insurance conditions, and service frequency.
- Communication format: Guidance on how to present declarations so shippers/packers can reliably plan packaging, loading and compliance tasks. Annex A supplies a sample form to illustrate an acceptable declaration format.
- Regulatory alignment: Helps parties demonstrate compliance with packaging-related regulations by clarifying responsibilities and performance data needed for packaging decisions.
Applications
EN 13011 is practical for organizations involved in the movement and packing of goods who need transparent service-level information:
- Transport service providers issuing performance declarations to customers and partners.
- Shippers and packers using declared data to design packaging, plan loading, and ensure compliance with the packaging waste directive and other packaging rules.
- Logistics managers and procurement teams comparing service offers and incorporating declaration data into contracts and tender documents.
- Compliance officers and auditors verifying that declared conditions support regulatory and contract requirements.
Related Standards
- EN 13011 complements broader logistics and packaging requirements and should be used in conjunction with company-specific service level agreements and applicable EU packaging legislation (referred to in the standard as the packaging waste directive).
By using EN 13011, organizations improve transparency in transport services, enhance coordination across the supply chain, and reduce risk when planning packaging and distribution.
