Determination of sustained combustibility of liquids (ISO 9038:2025)

This document specifies a procedure, at temperatures up to 100 °C, to determine whether a liquid product, that would be classified as “flammable” by virtue of its flash point, sustains combustion at the temperature(s) specified, for example, in regulations.
NOTE            Many national and international regulations classify liquids as presenting a flammable hazard based on their flash point, as determined by a recognized method. Some of these regulations allow a derogation if the substance cannot “sustain combustion” at some specified temperature(s).
The procedure is applicable to paints (including water-borne paints), varnishes, paint binders, solvents, petroleum or related products and adhesives, that have a flash point. It is not applicable to painted surfaces in respect of assessing their potential fire hazards.
This test method is applicable, in addition to test methods for flash point, for assessing the fire hazard of a product.

Bestimmung der Weiterbrennbarkeit von Flüssigkeiten (ISO 9038:2025)

Dieses Dokument legt ein Verfahren für Temperaturen bis zu 100 °C fest, mit dem bestimmt wird, ob ein flüssiges Produkt, das auf Grund seines Flammpunktes als „entzündbar“ eingestuft würde, bei der/den zum Beispiel in Vorschriften angegebenen Temperatur/en selbstunterhaltend weiterbrennt.
ANMERKUNG   In vielen nationalen und internationalen Vorschriften wird die Entzündungsgefahr von Flüssigkeiten nach ihrem mit einem anerkannten Verfahren bestimmten Flammpunkt klassifiziert. Einige dieser Vorschriften erlauben eine Ausnahme, wenn die Flüssigkeit bei einer bestimmten Temperatur oder bei bestimmten Temperaturen nicht „weiterbrennt“.
Das Verfahren ist anwendbar auf Beschichtungsstoffe (einschließlich wasserverdünnbarer Beschichtungs-stoffe), Klarlacke, Lackbindemittel, Lösemittel, Mineralöl- oder ähnliche Produkte und Klebstoffe, die einen Flammpunkt haben. Es ist nicht zum Beurteilen der Brandgefahr beschichteter Oberflächen anwendbar.
Zusätzlich zur Bestimmung des Flammpunktes ist dieses Prüfverfahren zum Beurteilen der Brandgefahr eines Produktes anwendbar.

Le présent document spécifie un mode opératoire, applicable à des températures allant jusqu’à 100 °C, qui vise à déterminer si la combustion d’un produit liquide, qui serait classé comme «inflammable» du fait de son point d’éclair, s’entretient à la température ou aux températures spécifiées, par exemple dans les règlements.
NOTE            Dans de nombreux règlements nationaux et internationaux, les liquides sont classés selon le danger d’inflammabilité qu’ils présentent en fonction de leur point d’éclair, ce dernier ayant été déterminé au moyen d’une méthode reconnue. Une dérogation est accordée dans certains de ces règlements si «la combustion» de la substance en question ne peut pas «être entretenue» à une ou plusieurs températures spécifiées.
Ce mode opératoire est applicable aux peintures (y compris peintures en phase aqueuse), vernis, liants pour peinture, solvants, produits pétroliers ou produits connexes et adhésifs, qui ont un point d’éclair. Il ne s’applique pas à l’évaluation du danger potentiel d’incendie que présentent les surfaces peintes.
La présente méthode d’essai est applicable, en complément de celles qui portent sur le point d’éclair, à l’estimation du danger d’incendie d’un produit.

This document (EN ISO 9038:2025) has been prepared by Technical Committee ISO/TC 28 "Petroleum
and related products, fuels and lubricants from natural or synthetic sources" in collaboration with
Technical Committee CEN/TC 139 “Paints and varnishes” the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2025, and conflicting national standards shall
be withdrawn at the latest by August 2025.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

This document supersedes EN ISO 9038:2021.

on possible ignition and burning scenarios that can be met during the test.

Introduction
A product with a flash point within a given range can continue to burn after initial ignition, while a similar
product, although it has a similar flash point, does not continue to burn. This document describes a method
for discriminating between those products that sustain combustion and those that do not.
The method determines whether a flammable product, when maintained at a selected test temperature,
generates sufficient flammable vapour to cause ignition when an ignition source is applied and then
continues to generate sufficient vapour to burn when the ignition source is moved to the “off” position.
This test method does not determine the flash point of the product under test but, by means of a test
procedure, merely determines if it sustains combustion at a selected test temperature; this criterion can
be required to comply with laws or regulations relating to the storage, transport and use of flammable
