Overview

IEC 60745-2-14:2003/AMD2:2010 is an amendment to the international standard for safety requirements of hand-held motor-operated electric tools, focusing specifically on planers. Published by the International Electrotechnical Commission (IEC), this amendment provides particular safety and performance requirements for planers, ensuring consistent safety measures and reliable operation. The standard covers definitions, marking and instructions, mechanical hazards, and requirements for battery-operated tools. Its guidance supports manufacturers and users in minimizing mechanical and electrical risks when operating or designing planers.

Key Topics

  • Scope and Applicability: The amendment specifies that IEC 60745-2-14 applies directly to planers, including additional safety requirements beyond general power tool standards.
  • Terms and Definitions: The standard clarifies crucial terminology, such as "planer," "lift-off device," and "cutting head," to promote common understanding across manufacturers, suppliers, and users.
  • Marking and Safety Instructions: Requirements include enhanced safety warnings for operators, addressing risks such as:
    • Waiting for the cutter to stop before placing the planer down.
    • Using insulated gripping surfaces to avoid electric shock in case of cord damage.
    • Securing workpieces with clamps to prevent loss of control.
  • Mechanical Hazards: The amendment specifies measurement and design limits for cutting heads and safety devices, ensuring that:
    • Exposed blades are properly guarded.
    • Lift-off devices prevent blade contact with surfaces when the tool is not in operation.
    • Compliance is assured via standardized measurements and inspections.
  • Battery and Mains-Powered Tools: Annexes K and L extend requirements to battery-operated tools and those with mains connections, ensuring the same safety measures regardless of power source.

Applications

IEC 60745-2-14:2003/AMD2:2010 is essential for:

  • Manufacturers of hand-held planers: Ensuring design and production processes meet globally recognized safety requirements, reducing liability and market entry barriers.
  • Testing and certification bodies: Providing benchmarks for product evaluation and compliance testing, supporting product certification and CE marking.
  • Occupational health and safety professionals: Assisting organizations in selecting compliant planers and training workers to minimize workplace injuries.
  • Technical documentation and labeling: Requiring clear and accurate safety instructions, supporting effective user training and risk reduction.

Industries involved in woodworking, construction, furniture manufacturing, and general maintenance benefit from adherence to this safety standard, promoting safer operation and reducing the risk of electric shock or mechanical injury.

Related Standards

  • IEC 60745-1: Safety - Part 1: General requirements for hand-held motor-operated electric tools. This forms the foundational framework for all tool-specific standards.
  • IEC 62841 series: Replaces the IEC 60745 standard for many newer tools, offering updated requirements for safety and performance.
  • Other IEC 60745 Part 2 standards: Cover particular requirements for different types of hand-held electric tools, such as drills, saws, and sanders.
  • Regional regulations and guidelines: Local adoption often references IEC standards, offering additional requirements or guidance aligned with IEC 60745-2-14.

8 Marking and instructions
Replace the existing Subclause 8.12.1 by the following:
8.12.1.1 Addition:
Planer safety warnings
– Wait for the cutter to stop before setting the tool down. An exposed rotating cutter
may engage the surface leading to possible loss of control and serious injury.
NOTE The above warning applies only to planers without an automatic closing guard.
– Hold the power tool by insulated gripping surfaces only, because the cutter may
contact its own cord. Cutting a "live" wire may make exposed metal parts of the power
tool "live" and could give the operator an electric shock.
– Use clamps or another practical way to secure and support the workpiece to a stable
platform. Holding the work by your hand or against the body leaves it unstable and may
lead to loss of control.
19 Mechanical hazards
Replace the existing Subclause 19.1 by the following:
19.1 Addition:
For the requirements given in 19.106, 19.107 and 19.108, only the test probe shown in
Figure 102 is used.
