Overview

EN IEC 62841-4-4:2026/A11:2026 is a European safety standard established by CLC (CENELEC), providing particular requirements for electric motor-operated hand-held and walk-behind tools used in lawn and garden maintenance. This standard specifically covers lawn trimmers, lawn edge trimmers, grass trimmers, brush cutters, and brush saws operated by a standing user to cut grass, weeds, brush, bushes, saplings, and similar vegetation. The amendment A11:2026 revises and expands upon the base requirements to address evolving safety, labeling, and performance needs for these electric gardening tools.

Key Topics

  • Scope of Application: Designed for hand-held and walk-behind lawn trimmers, grass trimmers, brush cutters, and brush saws used by standing operators.
  • Safety Requirements: Defines safety protocols for machines not exceeding 18 kg, excluding self-propelled units, scissor-type trimmers, devices with metallic multi-piece cutting accessories, and units with integral batteries.
  • Noise and Vibration Emissions: Details methods for measuring noise and vibration levels, referencing European Directive 2000/14/EC and relevant acoustics standards for proper testing and labeling.
  • Marking and Instructions: Updates information on marking requirements, specifically on sound power level declarations and user instructions to ensure clear communication of operational hazards and precautions.
  • Battery Tools: Introduces requirements for battery detachment and isolation, ensuring safe maintenance and reducing injury risks during service or user intervention.
  • Compliance with EU Machinery Directive: Aligns with Directive 2006/42/EC, providing a presumption of conformity concerning essential health and safety requirements.

Applications

The requirements set by EN IEC 62841-4-4:2026/A11:2026 are critical for:

  • Manufacturers of Electric Lawn and Garden Tools: Ensuring compliance with EU-wide safety legislation, particularly in the design, testing, and labeling of lawn trimmers, edge trimmers, brush cutters, and saws.
  • Importers and Distributors: Confirming products meet safety standards before entering the European market, supporting due diligence and market surveillance.
  • Product Certification and Testing Laboratories: Performing sound power and vibration tests according to standard protocols to validate safety claims and guide product development.
  • Occupational and Consumer Safety Professionals: Assessing risk management measures built into modern electric garden machinery.
  • End Users and Operators: Receiving clear instructions, safety information, and assurance that machinery is compliant with prevailing EU standards.

Related Standards

Several related standards support and complement EN IEC 62841-4-4:2026/A11:2026:

  • EN 62841-1:2015: General requirements for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery.
  • IEC 62841-4-11: Covers edgers with rigid or metallic cutting devices.
  • ISO 3744 & EN ISO 3744: Acoustics - Determination of sound power levels of noise sources.
  • EN ISO 11201, EN ISO 22867, EN ISO 22868: Specify measurement and test methods for noise and vibration in garden machinery.
  • IEC 60664 Series: Addresses insulation coordination and safety for electrical equipment within low-voltage systems.
  • Directive 2006/42/EC: Essential EU health and safety requirements for machinery placed on the market.

Adhering to EN IEC 62841-4-4:2026/A11:2026 enables safer design and production of electric garden tools, helps avoid regulatory penalties, and elevates the quality and usability of lawn and garden machinery across Europe.

WA
the European Directive 2000/14/EC, as amended.”
3 Modification to Annex K, “Battery tools and battery packs”
Replace the existing NOTE 301 in K.1 Scope with the following:
Clause K.1 of Part 1 is applicable, except as follows.
Addition:
“This document applies to hand-held and walk-behind lawn trimmers and lawn edge trimmers, used by a

brush saws used by a standing operator for cutting grass, weeds, brush, bushes, saplings and similar
vegetation.
This document does not apply to
— hand-held machines having a mass of 18 kg or greater;
— self-propelled lawn trimmers or lawn edge trimmers;
— scissors type lawn trimmers and lawn edge trimmers;
— machines equipped with metallic cutting accessories consisting of more than one piece, e.g. pivoting
chains or flail blades;
— edgers with rigid and/or metallic cutting devices;
— grass trimmers, brush cutters and brush saws equipped with integral batteries.
NOTE 301 Freely pivoting non-metallic cutting elements are considered not to be rigid cutting devices.
NOTE 302 Edgers with rigid or metal cutting devices will be covered by IEC 62841-4-11.
NOTE 303 Annex EE provides an informative summary of characteristics for lawn trimmers, lawn edge trimmers, grass
trimmers, brush cutters and brush saws.
Brush cutters and brush saws covered by this document are designed only to be operated with the machine
to the right of the operator.”
