Overview

EN 62841-2-14:2015/prAB:2024 is a draft amendment by CENELEC (CLC/TC 116) to the European standard EN 62841-2-14:2015, focusing on the safety requirements for electric motor-operated hand-held planers. This standard forms part of the broader EN 62841 series, which addresses safety aspects of electric hand-held tools, transportable tools, and lawn and garden machinery. The amendment refines specific safety requirements, especially regarding battery tools, isolation and disabling devices, and compliance with essential safety directives under EU law.

With the increasing prevalence of battery-powered tools in professional and consumer settings, this standard ensures that manufacturers and users adhere to stringent safety protocols. Compliance supports safety, reliability, and market acceptance within the European Economic Area.

Key Topics

  • Isolation and Disabling Devices:

    • Hand-held planers with integral batteries must be equipped with either an isolation device or a disabling device.
    • Isolation devices must disconnect at least one pole of the battery and clearly indicate the disconnection state while preventing unintentional reconnection.
    • Disabling devices require two separate, dissimilar actions to activate the motor, preventing accidental start-up.
  • Battery Tools and Safety:

    • Specific modifications to Annex K and L address safety features for battery tools and those with mains or non-isolated power sources.
    • Examples include removable jumpers, switches with mechanical links, and lock-off devices.
  • Compliance with Machinery Directive:

    • The standard aligns with Directive 2006/42/EC, ensuring essential requirements for health and safety in the design and operation of machinery are met.
    • Table ZZ.1 provides a correspondence between the requirements of the Directive and the clauses of the standard, offering clarity on compliance expectations.
  • Marking and Information:

    • Requirements for clear marking of machinery and the provision of comprehensive instructions and warnings enhance safe use and maintenance.

Applications

EN 62841-2-14:2015/prAB:2024 applies to manufacturers, suppliers, and users of electric hand-held planers, including those using battery technology. The practical value lies in:

  • Manufacturing:

    • Design and development of safer hand-held electric planers
    • Integration of compliant isolation and disabling mechanisms in product designs
  • Market Entry and CE Marking:

    • Streamlines the declaration of conformity for CE marking, allowing products to circulate freely within the EU market
  • Product Maintenance and Servicing:

    • Enhances workplace safety during servicing by mandating effective isolation against accidental tool activation
  • Consumer Safety:

    • Reduces the risk of injury from unintentional starting or mechanical hazards, supporting safe daily tool use in woodworking and construction

Adherence to this European standard demonstrates a company’s commitment to best practices in machinery safety, providing end-users and installers with confidence in product reliability and regulatory compliance.
