Standard Practice for Evaluating the Effect of Freezing on Emulsified Asphalts

SIGNIFICANCE AND USE
3.1 Certain agencies who desire to use, store, or transport emulsified asphalt under less than ideal weather conditions may require that the product remain homogeneous (unbroken) after being subjected to a temperature of −18 °C.
Note 1: The quality of the results produced by this standard are dependent on the competence of the personnel performing the procedure and the capability, calibration, and maintenance of the equipment used. Agencies that meet the criteria of Specification D3666 are generally considered capable of competent and objective testing, sampling, inspection, etc. Users of this standard are cautioned that compliance with Specification D3666 alone does not completely ensure reliable results. Reliable results depend on many factors; following the suggestions of Specification D3666 or some similar acceptable guideline provides a means of evaluating and controlling some of those factors.
SCOPE
1.1 Emulsified asphalt is normally damaged by freezing temperatures, but specially formulated materials are expected to pass this practice.
1.2 The values stated in SI units are to be regarded as standard. No other units of measurement are included in this standard.
1.3 The text of this standard references notes and footnotes which provide explanatory material. These notes and footnotes (excluding those in tables and figures) shall not be considered as requirements of the standard.
1.4 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.5 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview

ASTM D6929-21: Standard Practice for Evaluating the Effect of Freezing on Emulsified Asphalts is an internationally recognized guideline developed by ASTM International. This standard specifies procedures to assess whether emulsified asphalt remains stable and homogeneous after exposure to freezing temperatures, specifically at −18 °C. Emulsified asphalt, commonly used in road construction and paving, is typically sensitive to freezing; however, special formulations are expected to withstand such adverse conditions. The method outlined assists agencies and stakeholders in determining the suitability of emulsified asphalt for use, storage, or transport in cold weather environments.

Key Topics

  • Emulsified Asphalt Stability: The standard focuses on the ability of emulsified asphalts to maintain homogeneity following repeated cycles of freezing and thawing.
  • Freeze-Thaw Evaluation: The procedure involves subjecting asphalt samples to three cycles of freezing at −18 ± 5°C, followed by thawing at ambient temperature, simulating real-world handling and storage conditions in cold climates.
  • Reporting Results: After testing, the product is reported as either “homogeneous” (stable) or “broken” (separated into layers that cannot be remixed).
  • Quality Assurance: The reliability of results depends on competent laboratory practices, proper calibration of equipment, and adherence to related standards, such as ASTM D3666 for testing and inspection agencies.
  • Safety and Environmental Considerations: Users are responsible for establishing safe practices and meeting regulatory requirements when implementing this standard.

Applications

  • Transport and Storage: Ensures that emulsified asphalt can be reliably transported or stored in regions where sub-zero temperatures are likely, reducing risk of material waste and ensuring product performance.
  • Procurement Specifications: Used by governmental agencies, contractors, and material suppliers to specify quality requirements for emulsified asphalt intended for cold-weather applications.
  • Quality Control: Laboratories and quality control units use this standard to verify that particular asphalt formulations are resilient to freeze-thaw cycles prior to approval for field use.
  • Research and Development: Provides a benchmark for developing new or improved emulsified asphalt products that need freeze-thaw resistance.

Related Standards

  • ASTM D3666 - Specification for Minimum Requirements for Agencies Testing and Inspecting Road and Paving Materials: Establishes competence and procedural guidelines for laboratories performing tests under ASTM standards.
  • ASTM Standards for Emulsified Asphalts: Various related ASTM standards set requirements for specific types of emulsified asphalts and testing methods.
  • World Trade Organization TBT Principles: ASTM D6929-21 was developed adhering to globally recognized principles for international standards, facilitating fair trade and regulatory compatibility.
