Standard Specification for Cutback Asphalt (Rapid-Curing Type)

ABSTRACT
This specification covers cutback petroleum asphalts of the rapid-curing type for use in the construction and treatment of pavements. The cutback asphalt shall not foam when heated to application temperature and shall conform to the requirements prescribed for the following: (1) kinematic viscosity, (2) flash point, (3) distillate content, (4) amount of residue from distillation, (5) properties of residue from distillation such as viscosity, ductility, and solubility in trichloroethylene, and (6) water content. The properties enumerated shall be determined by the specified test methods including tag open-cup flash point, distillation, and penetration tests.
SCOPE
1.1 This specification covers cutback petroleum asphalts of the rapid-curing type for use in the construction and treatment of pavements.
1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.3 The text of this standard references notes and footnotes which provide explanatory material. These notes and footnotes (excluding those in tables and figures) shall not be considered as requirements of the standard.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview

ASTM D2028/D2028M-15(2021)e1 is the international standard specification for cutback asphalt (rapid-curing type), published by ASTM International. This specification provides requirements for the quality and testing methods of rapid-curing (RC) cutback petroleum asphalts, which are commonly used in the construction and maintenance of pavements. The standard outlines the necessary properties and the appropriate test procedures to ensure performance, safety, and suitability for road and paving applications.

Key Topics

  • Material Requirements: Specifies that cutback asphalt must not foam at the application temperature and must meet strict criteria for kinematic viscosity, flash point, distillate content, residue quantity, ductility, solubility, and water content.
  • Test Methods: References essential ASTM test methods, such as:
    • Kinematic and capillary viscosity (ASTM D2170/D2171)
    • Penetration (ASTM D5/D5M)
    • Ductility (ASTM D113)
    • Distillation (ASTM D402)
    • Flash point by Tag open-cup (ASTM D3143)
    • Water content (ASTM D95)
    • Solubility in trichloroethylene (ASTM D2042) or N-Propyl Bromide (ASTM D7553)
  • Grading: Includes grades such as RC-70, RC-250, RC-800, and RC-3000, each with specified limits for viscosity and distillation residue.
  • Unit Consistency: Requires separate use of SI and inch-pound units to maintain compliance, prohibiting intermixing of units.

Applications

Cutback asphalt is extensively utilized in the construction and treatment of pavements, especially in conditions favoring rapid curing. Key practical applications include:

  • Prime Coats: Applied to granular base courses to prepare surfaces for further paving.
  • Surface Treatments: Used for road maintenance projects, including chip seals and patching repairs.
  • Cold Weather Paving: Employed when hot-mix asphalt is less effective due to temperature constraints.
  • Temporary Road Surfaces: Offers quick-setting properties for short-term or emergency roadway solutions.

Utilizing ASTM D2028/D2028M ensures that pavement materials perform reliably under field conditions, reducing risks related to premature failures, curing delays, or insufficient surface bonding.

Related Standards

For comprehensive quality assurance and consistency in asphalt and pavement works, the following related ASTM standards are often referenced alongside ASTM D2028/D2028M:

  • ASTM D140/D140M: Sampling Asphalt Materials
  • ASTM D402/D402M: Distillation of Cutback Asphalt
  • ASTM D2170/D2170M: Kinematic Viscosity of Asphalts
  • ASTM D2171/D2171M: Vacuum Capillary Viscosity of Asphalts
  • ASTM D3143/D3143M: Flash Point of Cutback Asphalt (Tag Open-Cup)
  • ASTM D95: Water in Petroleum Products and Bituminous Materials by Distillation
  • ASTM D113: Ductility of Asphalt Materials
  • ASTM D2042: Solubility in Trichloroethylene
  • ASTM D7553: Solubility in N-Propyl Bromide
  • ASTM D5/D5M: Penetration of Bituminous Materials

Practical Value

Adhering to ASTM D2028/D2028M assures consistent performance in pavement construction and maintenance projects by specifying quality parameters for rapid-curing cutback asphalt. This standard supports engineers, contractors, and specifiers in selecting materials that meet safety, durability, and regulatory expectations. Using materials certified to this specification helps avoid costly rework, ensures compatibility with other project components, and aligns with international best practices for road infrastructure development.
