M/136 REV1 - Construction product in water
Construction product in contact with water intended for human consumption related to the following end use: Transportation, storage and distribution up to, and including the consumer tap of the water intended for human consumption
Mandate M/136 REV1 concerns construction products that come into contact with water intended for human consumption. It addresses products used in the transportation, storage, and distribution systems up to and including the consumer tap. The mandate aims to establish standardization in relation to these construction products to ensure safety and suitability for use with drinking water. This supports the European Commission’s objectives for health protection and harmonized technical requirements within the sector. The mandate was resolved by CEN/BT 20/2007 and involves the European standardization organizations CEN, CENELEC, and ETSI as applicable.
Purpose
The mandate M/136 REV1 focuses on construction products that come into contact with water intended for human consumption. Its objective is to address these products specifically in their role related to the transportation, storage, and distribution of drinking water up to and including the consumer tap. This ensures that construction products used in water systems maintain safety and suitability for human consumption.
Standardisation request
This mandate requests standardisation bodies, particularly CEN (European Committee for Standardization), to develop and/or revise standards concerning construction products used in contact with drinking water. The scope covers products involved in the entire supply chain of potable water, from transportation infrastructure to storage and final delivery points at consumer taps.
Expected deliverables
The expected deliverables would include harmonised European standards or technical specifications that define requirements, test methods, and conformity criteria for construction products in contact with water for human consumption. These standards should guarantee that materials do not adversely affect water quality and are fit for their intended use in water supply systems.
Context
This mandate relates to ensuring the safety and integrity of drinking water systems by controlling the characteristics of construction products in contact with water. The reference to resolution CEN/BT 20/2007 indicates the formal issuance and coordination of this standardisation work by CEN. While the type of decision is undefined, the mandate provides a framework to support regulatory compliance and promote health protection in water supply infrastructure across the EU.
The standardisation work covers construction products in contact with water intended for human consumption, specifically related to transportation, storage, and distribution systems up to and including the consumer tap.
General Information
This European Standard defines the requirements for test waters used in the dynamic test rig defined in EN 15664-1.
This document specifies test water(s) when the test procedure is used to:
a) assess a material for approval as a reference material for a category of materials;
b) assess a material for approval by way of comparative testing;
c) obtain data on the interaction of local water with a material.
NOTE Local waters used for test waters are not treated with corrosion inhibitors.

Frequently Asked Questions
A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/136 REV1 is a European Standardization Mandate titled "Construction product in contact with water intended for human consumption related to the following end use: Transportation, storage and distribution up to, and including the consumer tap of the water intended for human consumption". Construction product in contact with water intended for human consumption related to the following end use: Transportation, storage and distribution up to, and including the consumer tap of the water intended for human consumption There are 2 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
