This Directive applies to the placing on the market and/or putting into service of specific energy-related products: air heating products with a rated heating capacity not exceeding 1 MW; cooling products and high temperature process chillers with a rated cooling capacity not exceeding 2 MW; and fan coil units. It excludes products covered by other specific ecodesign regulations, comfort chillers and certain high temperature process chillers by temperature ranges, products using predominantly biomass or solid fuels, cogeneration units, products included in installations covered by the Industrial Emissions Directive, custom-made products, absorption chillers using heat as energy, and certain products where space heating or cooling is a secondary function to temperature-controlled storage. Die Verordnung (EU) 2016/2281 setzt die Ökodesign-Anforderungen für Luftheizungsprodukte, Kühlungsprodukte, Prozesskühler mit hoher Betriebstemperatur und Gebläsekonvektoren um, basierend auf der Richtlinie 2009/125/EG. Ziel ist die Harmonisierung der Energieeffizienz und die Reduzierung von Umweltauswirkungen wie Energieverbrauch und Stickoxidemissionen. Betroffene Produkte und Akteure
- Geregelt sind Produkte mit folgenden Merkmalen:
- Luftheizungsprodukte mit Nennwärmeleistung bis 1 MW.
- Kühlungsprodukte und Prozesskühler mit hoher Betriebstemperatur mit Nennkühlleistung bis 2 MW.
- Gebläsekonvektoren.
- Ausgenommen sind unter anderem Produkte, die bereits durch andere Verordnungen geregelt sind, wie Einzelraumheizgeräte, Raumklimageräte, gewerbliche Kühllagerschränke, Biomasse- oder Festbrennstoffprodukte, Sonderanfertigungen sowie Anlagen nach der Industrieemissionsrichtlinie.
- Bedeutende Akteure sind Hersteller, Importeure und Händler, die diese Produkte auf dem EU-Markt in Verkehr bringen oder in Betrieb nehmen.
- Die Regulierung betrifft auch die Bereitstellung von Informationen an die Endnutzer zum umweltgerechten Umgang mit den Produkten.
Umsetzungszeitplan
Ab 1. Januar 2018:
- Luftheizungsprodukte müssen erste Anforderungen bezüglich Energieeffizienz und Stickoxidemissionen erfüllen.
- Kühlungsprodukte und Prozesskühler mit hoher Betriebstemperatur sind ebenfalls mit ersten Anforderungen betroffen.
- Gebläsekonvektoren unterliegen Informationspflichten.
Ab 26. September 2018:
- Weitere Anforderungen für Luftheizungs- und Kühlungsprodukte treten in Kraft.
Ab 1. Januar 2021:
- Verschärfte Anforderungen treten in Kraft für Luftheizungsprodukte, Kühlungsprodukte und Prozesskühler mit hoher Betriebstemperatur.
- Zusätzliche Informationspflichten und Anforderungen an Luftheizungsprodukte werden wirksam.
Diese stufenweise Einführung ermöglicht Herstellern, insbesondere kleinen und mittleren Unternehmen, eine angemessene Anpassung an die neuen Ökodesign-Anforderungen. Ziel ist die signifikante Reduzierung des EU-weiten Energieverbrauchs im betreffenden Produktbereich sowie eine messbare Verringerung der Treibhausgas- und Stickoxidemissionen bis 2030.
Die Verordnung (EU) 2016/2281 gilt für das Inverkehrbringen und/oder die Inbetriebnahme von Luftheizungsprodukten mit einer Nennwärmeleistung bis zu 1 MW, Kühlungsprodukten und Prozesskühlern mit hoher Betriebstemperatur mit einer Nennkühlleistung bis zu 2 MW sowie Gebläsekonvektoren. Sie umfasst Produkte, die mit gasförmigen oder flüssigen Brennstoffen oder Strom betrieben werden. Ausgenommen sind unter anderem Einzelraumheizgeräte, Raumklimageräte, gewerbliche Kühllagerschränke, Produkte für feste Brennstoffe, Biomasse-Brennstoffprodukte sowie solche, die zu Anlagen gehören, die der Industrieemissionsrichtlinie unterliegen. Ferner sind spezielle Prozesskühler, Sonderanfertigungen und Anlagen, deren Hauptzweck die Herstellung oder Lagerung verderblicher Erzeugnisse ist, ausgenommen. Die Verordnung harmonisiert die Anforderungen an Energieeffizienz und Stickoxidemissionen dieser Produkte innerhalb der EU, um Umweltbelastungen zu reduzieren und den Binnenmarkt besser zu funktionieren.
Le règlement (UE) 2016/2281 établit des exigences d'écoconception pour les appareils de chauffage à air, les appareils de refroidissement, les refroidisseurs industriels haute température et les ventilo-convecteurs, dans le cadre de la directive 2009/125/CE. Ces exigences visent à réduire la consommation d'énergie et les émissions d'oxydes d'azote, sans augmenter les coûts d'achat et d'exploitation. Le texte fixe des critères relatifs à l'efficacité énergétique ainsi qu'à l'information sur les émissions sonores, tout en excluant certaines catégories spécifiques de produits. Objet
Le règlement (UE) 2016/2281 vise à mettre en œuvre la directive 2009/125/CE en établissant des exigences d’écoconception spécifiques aux appareils de chauffage à air, appareils de refroidissement, refroidisseurs industriels haute température et ventilo-convecteurs. Obligations principales

Réduction des émissions d’oxydes d’azote (NOx) : Des limites sont fixées pour les émissions durant la phase d’utilisation, notamment pour les appareils fonctionnant avec des combustibles gazeux.
Informations acoustiques : Bien qu’aucune exigence de limite maximale sur les émissions sonores ne soit imposée, les fabricants doivent fournir des informations relatives au niveau de puissance acoustique.
Documentation technique et traçabilité : Les fabricants doivent fournir une documentation détaillée garantissant la conformité aux exigences, notamment des informations sur le démontage, le recyclage et la mise au rebut des produits.
Procédures d’évaluation de conformité : Les méthodes d’essai doivent être fiables, précises et reproductibles, conformément aux normes européennes harmonisées lorsque disponibles.
Exclusion d’exigences spécifiques sur les fluides frigorigènes : Ces derniers sont régis par le règlement (UE) n° 517/2014 et ne sont donc pas couverts ici.

Acteurs impliqués :
Fabricants : doivent s’assurer que leurs produits sont conformes aux exigences avant leur mise sur le marché ou mise en service.
Organismes de normalisation et autorités nationales : pour le contrôle de la conformité et la surveillance du marché.
Calendrier de mise en œuvre
Le règlement précise une date d’application prenant en compte la nécessité pour les fabricants, notamment les petites et moyennes entreprises, d’adapter la conception de leurs produits.
Les exigences visent une réduction graduelle de la consommation énergétique et des émissions, avec des objectifs d’économies significatives d’ici 2030 estimées à :
203 PJ (5 millions de tonnes équivalent pétrole) d'énergie annuelle économisée.
9 millions de tonnes de réduction des émissions de CO₂.
2,6 millions de tonnes équivalent SOx de réduction d’émissions d’oxydes d’azote.
La précision et exactitude des mesures des paramètres doivent être basées sur des normes harmonisées européennes, garantissant ainsi la reproductibilité et comparabilité des résultats.
Ce règlement permet donc d’harmoniser à l’échelle de l’Union européenne les performances énergétiques des appareils de chauffage et de refroidissement, encourager l’innovation vers une moindre pollution et soutenir la réalisation des objectifs climatiques européens dans le secteur du bâtiment et de l’industrie.
La directive 2016/2281 s'applique à la mise sur le marché et/ou la mise en service des appareils de chauffage à air ayant une puissance calorifique nominale jusqu'à 1 MW, des appareils de refroidissement et refroidisseurs industriels haute température avec une puissance frigorifique nominale jusqu'à 2 MW, ainsi qu'aux ventilo-convecteurs. Elle couvre les appareils utilisant des combustibles gazeux ou liquides ou l'électricité. Sont exclus de son champ d'application les produits déjà régis par d'autres règlements européens spécifiques, tels que les dispositifs de chauffage décentralisés, les climatiseurs et ventilateurs de confort, les dispositifs de chauffage des locaux, les armoires frigorifiques professionnelles, ainsi que certains refroidisseurs industriels haute température selon leurs caractéristiques techniques. La directive ne s'applique pas non plus aux systèmes utilisant principalement des combustibles solides ou biomasse, aux produits générant chaleur ou froid en cogénération, aux installations soumises à la directive sur les émissions industrielles, ainsi qu’à certains produits sur mesure ou spécifiques à la conservation de produits périssables.
Uredba Komisije (EU) 2016/2281 določa zahteve za okoljsko primerno zasnovo izdelkov za toplozračno ogrevanje, izdelkov za hlajenje, visokotemperaturnih procesnih ohlajevalnikov in ventilatorskih konvektorjev. Namen uredbe je zmanjšati porabo energije in emisije dušikovih oksidov pri teh izdelkih brez povečanja skupnih stroškov za proizvajalce in uporabnike. Določa tehnične, okoljske in ekonomske zahteve ter postopke za oceno skladnosti in tržni nadzor. Uredba vključuje tudi zahteve glede meritev emisij hrupa in zagotavljanja informacij o razstavljanju ter recikliranju izdelkov. Izjeme se nanašajo na nekatere specializirane izdelke, kot so tisti, zajeti v drugih uredbah, izdelki na trdna goriva ali za biomasa, in izdelki s posebnimi funkcijami. Uveljavitev zahtevanih meril poteka postopno od 1. januarja 2018 do 1. januarja 2021. Uredba prispeva k izboljšanju energetske učinkovitosti in okoljske trajnosti teh izdelkov na trgu EU ter krepi skladnost z direktivo 2009/125/ES.
Namen
Uredba Komisije (EU) 2016/2281 je izvrševalni akt Direktive 2009/125/ES, ki vzpostavlja zahteve za okoljsko primerno zasnovo izdelkov, povezanih z energijo. Namen uredbe je določiti zahteve za izdelke za toplozračno ogrevanje, izdelke za hlajenje, visokotemperaturne procesne ohlajevalnike in ventilatorske konvektorje, da se zmanjša njihov okoljski vpliv, predvsem poraba energije, emisije dušikovih oksidov in emisije hrupa, brez negativnega vpliva na funkcionalnost, varnost ali stroške za končnega uporabnika. - Tehnična dokumentacija: Proizvajalci morajo voditi in zagotoviti tehnično dokumentacijo s podatki o skladnosti izdelkov z zahtevami uredbe in dodatnimi informacijami, povezanimi z razstavljanjem, recikliranjem in odstranjevanjem izdelkov.
- Postopki ocenjevanja skladnosti: Proizvajalci lahko izberejo med notranjim nadzorom zasnove ali sistemom upravljanja kakovosti.
- Preverjanje skladnosti: Države članice izvajajo tržni nadzor skladno z v predpisanim postopkom za zagotavljanje skladnosti izdelkov z uredbo.
- Okvirne ciljne vrednosti: Za najbolj učinkovite tehnologije so določene ciljne vrednosti za spodbujanje izboljšav.
Območje uporabe - vplivani izdelki in akterji
Izdelki, na katere se uredba nanaša:
- Izdelki za toplozračno ogrevanje z nazivno zmogljivostjo do 1 MW.
- Izdelki za hlajenje in visokotemperaturni procesni ohlajevalniki z nazivno hladilno zmogljivostjo do 2 MW.
- Ventilatorski konvektorji.
Izdelki, na katere uredba ne vpliva:
- Izdelki, že regulirani z drugimi uredbami EU o okoljski primerni zasnovi za lokalne grelnike prostorov, klimatske naprave, profesionalne hladilne omare ipd.
- Ohlajevalniki in procesni ohlajevalniki z vodno temperaturo pod določenimi vrednostmi.
- Izdelki na biomaso ali trdna goriva, proizvodi za soproizvodnjo toplote in električne energije, individualno sestavljeni izdelki po naročilu, določeni procesni ohlajevalniki.
- Izdelki, vključeni v industrijske naprave pod direktivo o industrijskih emisijah (2010/75/EU).

- Proizvajalci, ki morajo zasnovati, proizvajati in zagotavljati izdelke v skladu s temi zahtevami.

Časovni načrt za implementacijo

- 26. september 2018: Uvedba dodatnih zahtev za izdelke za toplozračno ogrevanje in hlajenje.
- 1. januar 2021: Uvedba strožjih zahtev za energetsko učinkovitost in emisije dušikovih oksidov za vse kategorije izdelkov.
- Najkasneje do 1. januarja 2022: Komisija mora izvesti pregled uredbe z vidika tehnološkega napredka in posledično morebitnih sprememb.
Ta uredba tako določa jasen in postopni okvir za zviševanje okoljske učinkovitosti z energetskega vidika ter zmanjšanje emisij nevarnih snovi iz tovrstnih naprav, s čimer pripomore k doseganju evropskih okoljskih in energetskih ciljev. Proizvajalcem daje dovolj časa za prilagoditev, hkrati pa utrjuje pravno harmonizacijo na trgu EU.
Uredba se uporablja za izdelke za toplozračno ogrevanje z nazivno zmogljivostjo do 1 MW, izdelke za hlajenje in visokotemperaturne procesne ohlajevalnike z nazivno zmogljivostjo hlajenja do 2 MW ter ventilatorske konvektorje. Zajema naprave, zasnovane za uporabo plinastih goriv, tekočih goriv ali električne energije. Namen uredbe je določiti zahteve za okoljsko primerno zasnovo, ki zmanjšujejo porabo energije, emisije dušikovih oksidov, emisije hladilnih sredstev in hrup. General Information
This document specifies the terms and definitions, the test conditions and the test methods for the rating and performance of rooftop units. It also specifies the determination of capacities and the calculation methods considering rooftop units features, such as free cooling and air flow mixtures, for the determination of seasonal energy efficiencies in cooling and heating.
This document covers only space heating and/or cooling for comfort applications (process applications are outside the scope of this document).
