General Information
SCOPE
1.1 This consumer safety specification establishes safety performance requirements, test methods, and labeling requirements to minimize the hazards to infants presented by swings as identified in the introduction.
1.2 This consumer safety specification is intended to minimize the risk of injuries to infants resulting from normal use and reasonably foreseeable misuse or abuse of swings. It is not intended to address all incidents and injuries resulting from the interaction of other persons with the infant in the swing.
1.3 This consumer safety specification covers products with a powered mechanism used for the purpose of providing a swinging or gliding seat in any direction relative to the frame (that is, front to back, side to side, arc, etc.) for an infant. The powered mechanism can be through batteries, AC adapter, wind-up mechanism, or other means. This specification does not cover products that are intended to provide sleeping accommodations for the occupant.

This consumer safety specification covers the requirements and test methods to promote safe use of infant and infant/toddler rockers by both occupants and caregivers. It is intended to minimize the risk of injury or death associated with a child’s use of an infant or infant/toddler rocker. The specific hazards addressed by this specification are product disassembly/collapse, stability, and falls from elevated surfaces. Intended occupants for infant rockers are infants who have not developed the ability to sit up unassisted (approximately 0-6 months of age), and infant/toddler rockers with an extended use with occupants until toddler age (approximately 2.5 years of age). Both infant and infant/toddler rockers include a restraint system. ABSTRACT
This consumer safety specification is intended to address incidents reported by the U.S. Consumer Product Safety Commission (CPSC) relating to frame child carriers. In response to the incident data compiled by the CPSC, this consumer safety specification attempts to minimize the hazards associated with these products from the following: occupant retention, structural integrity, and deficiency of consumer education regarding product use. This consumer safety specification is intended to deal with reasonably foreseeable use and misuse of the products. Performance requirements of the frame child carriers shall be determined by subjecting them to the following tests: leg opening test, dynamic strength test, static load test, stability test, locking device test, unintentional folding test, and removal of protective components test such as torque test and tension test. Instructions shall be provided with the product and shall be easy to read and understand. Instructions for assembly, use, maintenance, and cleaning of the product, and warnings, where applicable, shall be included.
