SIST ES 204 915-6 V1.1.1:2008
Open Service Access (OSA) - Application Programming Interface (API) - Part 6: Mobility SCF (Parlay 6)
General Information
- Abstract
ETSI OSA APIs Phase 4. Based on ES 203 915 and the new requirements for OSA Phase 4, to produce ES 204 915 V1.1.1. ETSI OSA Phase 4 incorporates 3GPP OSA Release 7 and is also known as Parlay 6.0.The present document is part 6 of the Stage 3 specification for an Application Programming Interface (API) for Open Service Access (OSA).
The OSA specifications define an architecture that enables application developers to make use of network functionality through an open standardised interface, i.e. the OSA APIs.
The present document specifies the Mobility Service Capability Feature (SCF) aspects of the interface. All aspects of the Mobility SCF are defined here, these being:
• Sequence Diagrams.
• Class Diagrams.
• Interface specification plus detailed method descriptions.
• State Transition diagrams.
• Data Definitions.
• IDL Description of the interfaces.
• WSDL Description of the interfaces
• Reference to the Java™ API description of the interfaces.
The process by which this task is accomplished is through the use of object modelling techniques described by the Unified Modelling Language (UML).

Overview
SIST ES 204 915-6 V1.1.1:2008 defines the Mobility Service Capability Feature (SCF) component of the Open Service Access (OSA) Application Programming Interface (API), also referred to as Parlay 6.0. Developed by SIST and based on ETSI ES 203 915 with enhancements from OSA Phase 4 and 3GPP OSA Release 7, this standard is crucial for enabling network operators and third-party application developers to access core mobility network functionalities through standardized, interoperable interfaces. By facilitating open access to mobile network services, the document supports innovation and service delivery in next-generation telecommunications.
This document forms part 6 of the Stage 3 API specification for OSA and specifically covers the full spectrum of Mobility SCF requirements, including architecture, method specifications, state transitions, and data structures, using modern object modeling techniques such as UML.
Key Topics
- Mobility SCF Functionality: Defines the API interfaces that enable key mobility functions such as user location determination, status management, emergency handling, and user binding.
- Object Modeling: Utilizes UML-based sequence diagrams, class diagrams, and state transition diagrams to describe behavior and relationships.
- Interface Specifications: Presents detailed method, parameter, and state model descriptions supporting the implementation of OSA-compliant services.
- Technology-Independent Descriptions:
- OMG IDL (Interface Definition Language) for general middleware compatibility.
- WSDL (Web Services Description Language) for web service integration.
- Java™ API references for developer accessibility.
- Data Definitions: Standardizes the data entities and structures used in mobility-related interactions, ensuring compatibility across diverse systems.
Applications
Implementing SIST ES 204 915-6 enables a range of practical uses within modern telecom environments:
- Location-Based Services (LBS):
- Provides standardized access to real-time or periodic user location data for navigation, fleet tracking, targeted marketing, or emergency services.
- User Status Monitoring:
- Facilitates access to user status information (such as network reachability and device activity) for value-added applications and service personalization.
- Emergency Response:
- Supports reliable mechanisms for location determination in emergency scenarios, ensuring compliance with regulatory requirements for emergency call handling.
- Service Integration for Operators and Third Parties:
- Allows operators, application service providers, and enterprise developers to create integrated, interoperable services across multi-vendor, multi-technology networks by leveraging open APIs.
- Lawful Intercept and Regulatory Compliance:
- Enables lawful intercept functionalities and helps operators meet legal obligations through standardized mechanisms.
With these standardized APIs, developers can build innovative mobile and web applications that interact securely and efficiently with operator networks in a vendor-neutral manner.
Related Standards
Implementation and conformance may also require reference to these related standards:
- ETSI ES 203 915: Fundamental OSA architecture and base API specifications.
- 3GPP OSA Release 7: Defines third-generation mobile network support for OSA, integrated within ETSI OSA Phase 4.
- Other OSA/Parlay Parts (ES 204 915-1~n): Cover additional Service Capability Features (SCFs) such as messaging, call control, and charging.
- OMA, TMF, and ITU-T Standards: For broader integration with global service frameworks and management protocols.
- W3C WSDL and OMG IDL: Standard languages for API description and service integration.
SIST ES 204 915-6 is an essential reference for telecom network architects, platform providers, and developers involved in next-generation mobile service enablement through standardized, open APIs for mobility functions.
