Overview

SIST ETS 300 399-3 E1:2003 specifies the service definition for frame relay data transmission, representing Part 3 of the multi-part European Telecommunication Standard (ETS) focused on frame relay services. Developed by the Slovenian Institute for Standardization (SIST) and based on ETSI standards, this document details the specific characteristics and requirements for delivering data transmission via frame relay across telecommunication networks, including ISDN environments.

Frame relay is widely recognized for its efficient data transfer in packet-switched networks, providing a cost-effective and scalable solution for businesses and service providers requiring reliable connectivity.

Key Topics

  • Service Scope: Outlines network-specific aspects for implementing frame relay data transmission, applicable to any network offering this service on user-network interfaces.
  • Bi-directional Data Transfer: Describes how core service data units (CSDUs) are sent in both directions over the network using logically significant identifiers (Data Link Connection Identifiers, DLCIs) ensuring in-sequence delivery.
  • Service Classes: Supports multiple service classes and associations for flexible deployment, including both permanent and on-demand virtual circuits.
  • Technical Attributes: Addresses key frame relay characteristics such as:
    • Information transfer mode and capacity
    • Symmetric, point-to-point communication configurations
    • Access rates ranging from 64 kbit/s up to 155.52 Mbit/s
    • Interface and protocol options for physical layer connectivity (e.g., G.703, G.704, V.35, X.21)
  • Network Procedures and Charging: Refers to operational procedures, charging, and interworking capabilities as defined in related ETS parts.
  • Numbering Plans: Supports international numbering systems including E.164 and X.121, allowing compatibility with global networks.

Applications

Frame relay data transmission services, as defined in SIST ETS 300 399-3 E1:2003, are especially suited for:

  • Business WAN Connectivity: Enterprises use frame relay for secure and efficient wide-area networking between branch offices, data centers, and remote sites.
  • ISDN Integration: Supports integration with Integrated Services Digital Network (ISDN) infrastructures, enabling versatile communications alongside traditional and broadband services.
  • Carrier Networks: Telecommunications providers implement frame relay to offer scalable, cost-effective VPN and managed data services to clients.
  • Legacy System Interworking: The standard enables seamless interoperation between modern packet-switched services and legacy networks that use protocols such as X.25.

The flexibility in access speeds and interface options allows frame relay deployment in various environments, from small business connections to high-capacity backbone links.

Related Standards

For complete implementation and interworking, SIST ETS 300 399-3 E1:2003 references several key standards and recommendations, including:

  • SIST ETS 300 399-1 – General description of frame relay services
  • CCITT/ITU-T Recommendations:
    • G.703: Physical/electrical characteristics of digital interfaces
    • G.704: Synchronous frame structures
    • Q.922: Data link layer specification for frame relay
    • Q.933: Signalling for frame relay bearer service
    • E.164, X.121: Numbering plans for telecommunication services
    • V.24, V.28, V.35: Interface and electrical characteristics for DTE/DCE connectivity
    • X.21, X.24: Public data network interfaces
  • ISO Standards:
    • ISO 2593, ISO 4903: Interface connector specifications and assignments

By adhering to these standards, operators and manufacturers ensure the interoperability, reliability, and international compatibility of frame relay data transmission services.

1 Scope
This European Telecommunication Standard (ETS) specifies the network specific aspects of the frame
relay service when it is offered on a network to provide the frame relay data transmission service.
This ETS is applicable for all networks providing the frame relay data transmission service. This service is
offered on user-network interfaces where the physical layer is unstructured, i.e. at any time, there exists at
most a single physical connection on the user-network interface.
This ETS should be complemented with ETS 300 399-1 [1], for the common part of the frame relay
service.
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references the latest
edition of the publication referred to applies.
