Overview

SIST ES 202 391-2 V1.3.1:2008 defines the standard for Open Service Access (OSA) - Parlay X Web Services, specifically Part 2: Third Party Call (Parlay X 2), created under the European Telecommunications Standards Institute (ETSI). This standard provides the specification for Web Services enabling applications to set up and manage third party calls within telecommunication networks via open, standardized APIs.

Parlay X Web Services aim to simplify access to key telecom network capabilities, allowing developers to utilize advanced call control features without in-depth telecommunication expertise. The Third Party Call Web Service interface, specified in this part of the standard, streamlines application-driven call initiation, status monitoring, and control, fostering innovation and interoperability in telecom service development.

Key Topics

  • Third Party Call Web Service: Provides core operations for creating, monitoring, ending, and cancelling voice calls between two parties, initiated through application interfaces.
  • Standardized API Interface: Utilizes SOAP-based web services with clearly defined namespaces and XML Schema data types for seamless implementation and integration.
  • Key Operations:
    • makeCall: Establishes a call between two specified users.
    • getCallInformation: Retrieves the status and details of an ongoing or terminated call.
    • endCall: Terminates an active or initial state call.
    • cancelCall: Cancels a requested call before it is connected.
  • Fault Handling: Details specific service and policy exceptions to standardize error management and service reliability.
  • Service Policies: Defines service behavior regarding call status retention and charging, enabling compliance with business and regulatory requirements.

Applications

The Parlay X Third Party Call Web Service is highly relevant for developers and service providers seeking to integrate telecommunications capabilities into their applications, such as:

  • Enterprise Communication Solutions: Automate call setup between stakeholders, agents, and customers using web or mobile applications.
  • Click-to-Dial Services: Power customer relationship management (CRM) systems or online portals where users can initiate calls directly from the interface.
  • Alert and Notification Systems: Initiate automated voice calls in response to certain events or thresholds, e.g., stock trading alerts, appointment reminders, or emergency notifications.
  • Call Brokerage Platforms: Facilitate real-time communications between service brokers and clients with minimal telecommunication development overhead.
  • Integration with Web Portals: Enhance self-service customer portals with features like callback support or conferencing, all managed via secure, standardized APIs.

These scenarios benefit from the abstraction and simplification provided by Parlay X, reducing the need for deep network-level expertise and accelerating time-to-market for innovative telecom-enabled services.

Related Standards

The Third Party Call specification is one component within the comprehensive Parlay X (OSA) web services family. For interoperability and a complete solution, the following related standards should be considered:

  • SIST ES 202 391-1: Common aspects for Parlay X 2, including shared data types and foundational service policies.
  • SIST ES 202 391-3: Call Notification Web Service
  • SIST ES 202 391-4: Short Messaging Service (SMS) Web Service
  • SIST ES 202 391-10: Call Handling Web Service
  • SIST ES 202 391-11: Audio Call Web Service

Referencing and implementing these standards ensure broad compatibility and scalability across a multitude of telecom services leveraging the OSA/Parlay X architecture.
