Abstract

ETSI OSA APIs Phase 4.   Based on ES 203 915 and the new requirements for OSA Phase 4, to produce ES 204 915 V1.1.1.  ETSI OSA Phase 4 incorporates 3GPP OSA Release 7 and is also known as Parlay 6.0.   This specification describes the OSA Service Broker SCF. The present document is part 16 of the Stage 3 specification for an Application Programming Interface (API) for Open Service Access (OSA).
The OSA specifications define an architecture that enables application developers to make use of network functionality through an open standardised interface, i.e. the OSA APIs.
The present document specifies the Service Broker Service Capability Feature (SCF) aspects of the interface. All aspects of the Service Broker SCF are defined here, these being:
• Sequence Diagrams.
• Class Diagrams.
• Interface specification plus detailed method descriptions.
• State Transition diagrams.
• Data Definitions.
• IDL Description of the interfaces.
The process by which this task is accomplished is through the use of object modelling techniques described by the Unified Modelling Language (UML).

Overview

SIST ES 204 915-16 V1.1.1:2008 defines the standardized Application Programming Interface (API) for the Service Broker Service Capability Feature (SCF) within the Open Service Access (OSA) framework. This specification is part of the fourth phase of ETSI OSA APIs, also recognized as Parlay 6.0, and aligns with 3GPP OSA Release 7. The document is produced by SIST in collaboration with ETSI, 3GPP, and The Parlay Group, aiming to provide a unified, open interface for network service interworking and management.

The Service Broker SCF offers a flexible mechanism for applications and services to register their interest in specific service interactions within telecom networks. APIs defined herein facilitate interoperability, service brokering, and efficient traffic management for next-generation network applications.

Key Topics

  • Open Service Access API Structure: OSA provides a standardized framework that allows application developers to leverage network services through well-defined interfaces.
  • Service Broker SCF Functionality: The Service Broker SCF enables applications to register for and unregister from service interactions, acting as an intermediary that connects applications to network services securely and efficiently.
  • Object Modelling with UML: The specification uses the Unified Modelling Language (UML) for defining interfaces, class relationships, method details, and data definitions.
  • API Methods and Interfaces: The key interface, IpServiceBroker, exposes the primary methods register() and unregister(), facilitating dynamic management of service interactions.
  • Exception Handling: Comprehensive exception classes are defined to ensure robust error handling and clear communication between applications and network entities.
  • Support for Multiple Technologies: The specification includes representations in OMG IDL, W3C WSDL, and Java™ (J2SE/J2EE) for seamless integration across platforms.

Applications

The Service Broker SCF API is vital in several practical scenarios:

  • Telecom Application Development: Enables service providers and third-party developers to create, register, and manage value-added services that interact directly with the telecom network.
  • Service Orchestration: Supports dynamic service composition, allowing different network and application services to interwork seamlessly based on business logic and network conditions.
  • High Availability and Load Sharing: Allows applications to register multiple times, supporting load balancing, active/standby configurations, and partitioned service delivery for scalability.
  • Subscriber-Centric Services: Facilitates advanced network services such as call control, user interaction, multimedia messaging, and policy management through a unified interface, ensuring efficient and flexible service delivery.
  • Cross-Network Compatibility: Designed to operate across GSM/UMTS (3GPP) and cdma2000 (3GPP2) networks, enabling broader interoperability and future-proofing services.

Related Standards

This standard forms part of a comprehensive suite of OSA specifications. For effective implementation and integration, consult the following related standards:

  • ES 204 915-1: Open Service Access (OSA) API Overview
  • ES 204 915-2: Common Data Definitions
  • ES 204 915-3 to 15: Covering frameworks, call control, user interaction, mobility, messaging, connectivity management, charging, policy management, and more

  • Parlay 6.0 Specifications: For extended interoperability and historical context

Summary

The SIST ES 204 915-16 V1.1.1 (2008) standard is a crucial enabler for open, programmable, and interoperable telecommunications services. By defining clear API interfaces, data models, and exception handling mechanisms, it fosters innovation, flexibility, and reliability in managing and orchestrating network services across multi-vendor and multi-technology environments. This standard ensures that telecom networks remain agile and adaptable to ever-evolving service demands.

4 Service Broker SCF
The following clauses describe each aspect of the Service Broker Service Capability Feature (SCF).
The order is as follows:
• The Sequence diagrams give the reader a practical idea of how each of the SCF is implemented.
• The Class relationships clause shows how each of the interfaces applicable to the SCF, relate to one another.
• The Interface specification clause describes in detail each of the interfaces shown within the Class diagram
part.
• The State Transition Diagrams (STD) show the transition between states in the SCF. The states and transitions
are well-defined; either methods specified in the Interface specification or events occurring in the underlying
networks cause state transitions.
• The Data Definitions clause shows a detailed expansion of each of the data types associated with the methods
within the classes. Note that some data types are used in other methods and classes and are therefore defined
within the Common Data types part ES 204 915-2.
4.1 General requirements on support of methods
An implementation of this API which supports or implements a method described in the present document, shall
support or implement the functionality described for that method, for at least one valid set of values for the parameters
of that method.
Where a method is not supported by an implementation of a Service interface, the exception
P_METHOD_NOT_SUPPORTED shall be returned to any call of that method.

The present document is part 16 of the Stage 3 specification for an Application Programming Interface (API) for Open
Service Access (OSA).
The OSA specifications define an architecture that enables application developers to make use of network functionality
through an open standardised interface, i.e. the OSA APIs.
The present document specifies the Service Broker Service Capability Feature (SCF) aspects of the interface. All
aspects of the Service Broker SCF are defined here, these being:
• Sequence Diagrams.
• Class Diagrams.
• Interface specification plus detailed method descriptions.
• State Transition diagrams.
• Data Definitions.
• IDL Description of the interfaces.
The process by which this task is accomplished is through the use of object modelling techniques described by the
Unified Modelling Language (UML).
