Overview
SIST ES 202 504-18 V1.1.1:2008 defines a standardized approach for accessing and managing device capabilities and configuration within telecommunications networks, using Parlay X Web Services (OSA) as part of the Parlay X 3 standard suite. This document enables developers and network operators to interact with user device features and configurations through open, standardized APIs, specifically aligning with 3GPP TS 29.199-18 Release 7 requirements. By providing a comprehensive web service interface, it supports both device information retrieval and remote configuration, enhancing service flexibility and user experience for modern telecom services.
Key Topics
- Device Capabilities Web Service: Allows applications to retrieve detailed information about a device’s capabilities and equipment identifier (such as model and user agent profile), facilitating targeted service deployment based on device features.
- Device Configuration Management: Enables applications to push configuration profiles to devices, retrieve available configuration lists, and access configuration history for troubleshooting or provisioning tasks.
- Notifications and Event Handling: Includes robust notification mechanisms to alert applications to changes in device identifiers or other significant events, supporting both individual and group monitoring.
- Standardized Data Structures: Defines XML Schema-based data types for device capabilities, configurations, and configuration history, ensuring interoperability and ease of integration.
- Service Policies and Fault Handling: Clearly defines service policies (e.g., maximum notification duration, group support) and standardized fault codes for consistent error handling.
- WSDL Descriptions: Supplies WSDL files for seamless web service integration, complying with OSA and Parlay X 3 requirements.
- Namespace Management: Organizes multiple interfaces and data types through clearly-structured XML namespaces for effective implementation.
Applications
Implementing SIST ES 202 504-18 V1.1.1:2008 delivers significant practical benefits across multiple telecommunications environments:
- Operator Service Portals: Operators can use the standard to automate device configuration (such as WAP, MMS, or email settings) via remote provisioning, drastically reducing customer service calls and setup times.
- Customer Self-Care Interfaces: Enables self-service portals for end-users to reconfigure device settings or troubleshoot common issues, boosting user satisfaction and reducing churn.
- Customer Relationship Management (CRM): Integrates with CRM systems to provide personalized device support, access configuration history, and offer device-specific services.
- Third-Party Application Development: Simplifies access to device data and configuration capabilities for external developers, encouraging innovation and accelerating time-to-market for new telecom services.
- Network-Flexible Service Delivery: Supports device capability awareness, allowing services to dynamically adjust based on each user’s handset features, optimizing user experience and network resource usage.
Related Standards
Organizations seeking comprehensive device management and service access should also consider these associated standards:

1 Scope
The present document is part 18 of the Stage 3 Parlay X 3 Web Services specification for Open Service Access (OSA).

through an open standardized interface, i.e. the OSA APIs.
The present document specifies the Device Capabilities and Configuration Web Service. The following are defined
here:
• Name spaces.
• Sequence diagrams.
• Data definitions.
• Interface specification plus detailed method descriptions.
• Fault definitions.
• Service Policies.
• WSDL Description of the interfaces.
2 References
References are either specific (identified by date of publication and/or edition number or version number) or
non-specific.
• For a specific reference, subsequent revisions do not apply.
• Non-specific reference may be made only to a complete document or a part thereof and only in the following
cases:
- if it is accepted that it will be possible to use all future changes of the referenced document for the
purposes of the referring document;
- for informative references.
Referenced documents which are not found to be publicly available in the expected location might be found at
http://docbox.etsi.org/Reference.
For online referenced documents, information sufficient to identify and locate the source shall be provided. Preferably,
the primary source of the referenced document should be cited, in order to ensure traceability. Furthermore, the
reference should, as far as possible, remain valid for the expected life of the document. The reference shall include the
method of access to the referenced document and the full network address, with the same punctuation and use of upper
case and lower case letters.
NOTE: While any hyperlinks included in this clause were valid at the time of publication ETSI cannot guarantee
their long term validity.
