Overview

SIST EN 1440:2016+A1:2018/kFprA2:2019 is a European Standard published by CEN, focusing on LPG equipment and accessories. It specifies the procedures for the periodic inspection and testing of transportable, refillable, traditional welded and brazed steel Liquefied Petroleum Gas (LPG) cylinders. The standard covers cylinders with water capacities ranging from 0.5 liters up to and including 150 liters. The document is particularly relevant for steel LPG cylinders manufactured to standards such as EN 1442, EN 12807, EN 13322-1, or equivalent national regulations.

EN 1440 is applicable to cylinders designed in compliance with RID/ADR regulations (including pi-marked cylinders) as well as existing LPG cylinder populations not regulated by RID/ADR. Notably, the requirements of RID/ADR take precedence when applicable. The standard is not intended for cylinders permanently installed in vehicles.

Key Topics

Scope and Applicability

  • Applies to refillable, transportable LPG cylinders made of welded and brazed steel
  • Water capacity range: 0.5 liters up to 150 liters
  • Covers cylinders manufactured to major European and equivalent national standards

Inspection and Testing Procedures

  • Defines periodic inspection intervals and required tests
  • Outlines inspection activities, such as:
    • Visual inspection for external and internal conditions
    • Proof pressure testing (as required and with competent authority agreement)
    • Leak detection and structural integrity checks
  • Accepts only cylinders passing all specified criteria for continued service

Repairs and Modifications

  • Permits minor repairs that do not affect the structural integrity of the cylinder, such as cleaning and component replacement accessible without dismantling the valve
  • Requires competent personnel to assess and approve any suspected defects or repairs beyond the minor level

Applications

Cylinder Refurbishment and Maintenance

  • Essential for LPG distributors, gas cylinder filling plants, and inspection bodies responsible for maintaining large populations of refillable LPG cylinders
  • Ensures that each LPG cylinder remains safe and compliant throughout its service life via regular, standardized inspections

Safety Compliance

  • Supports compliance with European safety regulations for gas cylinders
  • Minimizes risk of gas leaks, explosions, or component failures by systematically identifying and removing unsafe cylinders from circulation

Regulatory Alignment

  • Aids conformity with international transport regulations such as RID and ADR, which govern the safe transport of hazardous materials in Europe
  • Provides a harmonized approach to inspection practices across different countries and markets

Related Standards

Organizations and professionals working with transportable LPG cylinders should also consider referencing the following related standards:

  • EN 1442 - LPG equipment and accessories - Welded steel cylinders for LPG - Design and construction
  • EN 12807 - Welded steel pressure drums for LPG - Design and construction
  • EN 13322-1 - Refillable transportable welded steel gas cylinders - Design and construction
  • RID/ADR Regulations - Regulations for the international carriage of dangerous goods by rail (RID) and by road (ADR)

The periodic inspection of LPG cylinders as defined in EN 1440 is a fundamental process that upholds safety, legal compliance, and reliability in the entirety of the LPG supply chain. Regular adherence to this standard ensures both the longevity and safe operation of steel LPG cylinders across a variety of industries and settings. For all stakeholders involved in LPG handling, inspection, and distribution, understanding and implementing EN 1440 is crucial to maintaining best practices and regulatory alignment.
