Overview
SIST EN 300 718-3 V1.2.1:2004 is a harmonized European standard developed by the Slovenski inštitut za standardizacijo (SIST) and ETSI. The standard addresses electromagnetic compatibility and radio spectrum use for avalanche beacon transmitter-receiver systems, focusing specifically on essential safety requirements as outlined in article 3.3e of the R&TTE Directive (1999/5/EC).
This document plays a crucial role in ensuring the overall safety and reliability of avalanche beacons during rescue operations by establishing restrictions on accessories and additional functions that could compromise device performance or limit user safety. The requirements laid out in the standard help safeguard the functionality of avalanche transceivers in hazardous environments, particularly in the context of life-saving search and rescue operations in snowy or arctic regions.
Key Topics
- Safety Requirements for Avalanche Beacons: The standard imposes strict limitations on additional features or accessories that may interfere with the essential operation of avalanche transceivers.
- Conformance Testing: It requires comprehensive environmental and technical tests, including drop, temperature, and immersion tests, to ensure device reliability under extreme conditions.
- Operational Consistency: Devices must maintain core transmit and receive functions without interruption, even in the event of accessory or secondary function failure.
- Measurement Uncertainty Management: The standard sets maximum permissible measurement uncertainties for parameters such as RF frequency and field strength, ensuring accuracy in conformity assessments.
- Mandatory vs. Optional Requirements: All critical safety and operation criteria are classified as mandatory, reinforcing the essential nature of these functionalities.
Applications
SIST EN 300 718-3 is directly relevant to:
- Manufacturers and Importers of avalanche rescue transceivers who must demonstrate compliance with EU directives to market their products in the European Economic Area.
- Testing Laboratories conducting conformity assessments or type approvals for avalanche beacon systems to ensure they meet harmonized standard requirements.
- Regulatory Authorities overseeing the certification and safe deployment of radio equipment used in emergency services.
- Rescue Organizations and Professionals who rely on standardized, interoperable avalanche beacons for effective search and rescue operations in snow-related emergencies.
Compliance with this standard enables products to bear the CE marking, demonstrating adherence to strict safety and operational criteria required for emergency radio equipment.
Related Standards
SIST EN 300 718-3 forms part of a modular set of harmonized European standards under the R&TTE Directive, each targeting specific aspects of avalanche beacon systems:
- SIST EN 300 718-1: Technical characteristics and test methods for avalanche beacons
- SIST EN 300 718-2: Harmonized EN addressing essential requirements of article 3.2 of the R&TTE Directive (effective use of spectrum)
- EN 301 489: EMC requirements for radio equipment

The left hand edge of the figure shows the different clauses of article 3 of the Directive.
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive [2].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [3] and new standards cover
