SIST ETS 300 735 E1:2006
(Main)Satellite Personal Communications Networks (S-PCN); Network Control Facilities (NCF) for Mobile Earth Stations (MES), including handheld earth stations, for S-PCN in the 1,6/2,4 GHz and the 2,0 GHz bands, providing voice and/or data communications under the Mobile Satellite Service (MSS)
General Information
- Abstract
This European Telecommunication Standard (ETS) provides specifications for the standardization of the characteristics of a minimum set of Network Control Facilities (NCF) for Mobile Earth Stations (MESs) with both transmit and receive capabilities. NCFs are specified in order to protect other users of the frequency spectrum from unacceptable interference, by ensuring that the network operator is able to suppress and enable the transmissions from the MESs. In particular, these facilities will allow certain interference situations, resulting from the emissions from interfering MESs, to be terminated. This ETS defines specifications for the control facilities in an S-PCN network in which MESs as defined in ETS 300 733 [1] and ETS 300 734 [2] operate.

Overview
SIST ETS 300 735 E1:2006 is a European Telecommunication Standard published by the Slovenian Institute for Standardization (SIST), harmonized with ETSI standards. This standard focuses on Satellite Personal Communications Networks (S-PCN) and specifically establishes minimum requirements for Network Control Facilities (NCF) used with Mobile Earth Stations (MES), including both handheld and fixed earth stations, operating in the 1.6/2.4 GHz and 2.0 GHz frequency bands under the Mobile Satellite Service (MSS). The aim is to provide robust mechanisms for network operators to control transmissions, protect the radio spectrum from interference, and enable lawful interception as required by regulations.
Key Topics
- Network Control Facilities (NCF): Defines the essential functions required to manage and control transmissions from MESs. NCFs ensure the network operator can quickly suppress or re-enable MES transmissions as needed.
- Suppression of MES Transmissions: Provides specifications that allow network operations staff to remotely suppress the transmission capability of any MES, in real time, in order to prevent or mitigate harmful radio frequency interference.
- Re-enabling MES Transmissions: Outlines the criteria and procedures for restoring transmission privileges to previously suppressed MESs.
- Lawful Interception: Highlights the need for NCFs to enable secure, real-time interception of user communications in compliance with national laws and international requirements, while strictly protecting access and maintaining data security.
- Interference Protection: Sets out protocols to minimize the risk of MES emissions causing disruption to other users and services within the satellite communication bands.
- Frequency Bands: The standard applies to S-PCN systems in the 1.6/2.4 GHz and 2.0 GHz frequency bands, supporting both voice and data services.
Applications
Implementing SIST ETS 300 735 E1:2006 delivers clear practical benefits to satellite communication network operators, equipment manufacturers, and service providers:
- Operational Security: Operators gain reliable controls to neutralize interference at the source, ensuring network stability across diverse geographical locations and user scenarios.
- Regulatory Compliance: Ensures systems are compliant with European and international mandates on spectrum management and lawful interception, supporting both civil and law enforcement needs.
- Device and Network Testing: Provides test conditions and documentation standards to demonstrate effective suppression and re-enabling of MES transmissions.
- Enhanced Service Assurance: By minimizing interference risk, service providers can maintain higher quality-of-service levels for MSS users across voice and data applications.
- Technical Interoperability: The standard supports multi-vendor compatibility and consistent system behavior, simplifying network integration and future upgrades.
Related Standards
To effectively implement the requirements of SIST ETS 300 735 E1:2006, familiarity with the following European standards is recommended:
- ETS 300 733: Covers MESs (including handheld earth stations) for S-PCN in the 1.6/2.4 GHz bands under MSS.
- ETS 300 734: Deals with MESs for S-PCN in the 2.0 GHz band, supporting both voice and data under MSS.
- EU Council Resolution 9529/95/EEC: Provides a framework for lawful interception requirements across the European Union.
