Overview
ISO/FDIS 9994: Lighters - Safety specifications establishes internationally recognized safety requirements for all flame-producing lighters, including cigarette, cigar, and pipe lighters. Developed by the International Organization for Standardization (ISO), this standard aims to reduce hazards associated with normal use and reasonably foreseeable misuse of lighters. It covers aspects such as mechanical strength, flame generation, fuel containment, and user safety but does not apply to matches or devices intended solely for igniting materials other than cigarettes, cigars, or pipes.
The document applies to both refillable and non-refillable lighters, setting performance criteria to ensure manufacturers, importers, and regulators can assess and demonstrate compliance within the global lighter supply chain.
Key Topics
The standard covers a broad range of safety-critical points, including:
- Flame Generation: Requirements to minimize inadvertent ignition, including deliberate manual operation or multiple independent user actions to produce a flame.
- Flame Height: Maximum permissible flame heights for various lighter types, with specific limits for non-adjustable, adjustable, dual-flame, and multiple-flame lighters. These limitations are set to enhance user safety and are subject to future technological review.
- Flame Extinction: Time required for the flame to extinguish after ignition stops, to prevent accidental burns or fire.
- Resistance to Spitting, Sputtering, and Flaring: Gas lighters must not exhibit hazardous behaviors such as ejection of burning liquid droplets or instability in flame height.
- Structural Integrity:
- Resistance to dropping from a specified height without causing fuel leakage or dangerous ignition.
- Withstanding elevated temperatures and internal pressure to prevent explosion risks.
- Compatibility of fuel-contacting components to avoid deterioration and potential hazards.
- Fuel Safety:
- Restrictions on maximum fuel quantity and volume to prevent overfilling.
- Secure sealing for refillable models to avoid leaks.
- Product Marking, Instructions, and Warnings: Lighters must include clear, permanent markings and safety instructions to guide proper use and highlight risks.
Applications
ISO/FDIS 9994 is vital for several key areas in the lighter industry:
- Manufacturers use the requirements to design, test, and certify lighter products before entering the global market, ensuring compliance with international safety norms.
- Importers and Distributors rely on the standard for product acceptance and to minimize legal and safety risks when sourcing products internationally.
- Testing Laboratories and Regulatory Authorities reference the defined test methods and performance limits to conduct independent assessments, certify product safety, and support market surveillance.
- Retailers and Consumers benefit from enhanced safety, as compliant products exhibit lower risks related to flame instability, fuel leakage, or structural failure.
- Product Designers utilize guidance on marking and flame adjustment mechanisms to create safer, more intuitive user interfaces.
By aligning with ISO/FDIS 9994, stakeholders demonstrate a commitment to quality, consumer safety, and international best practice within the lighter industry.
Related Standards
To ensure robust safety and quality management, organizations may also consider these related standards:
- ISO 7941: Commercial propane and butane - Analysis by gas chromatography. Referenced for fuel analysis in lighters.
- UL 1439: Tests for Sharpness of Edges on Equipment. Ensures external surfaces do not pose cutting or abrasion risks.
- ISO/IEC Directives, Part 1 and Part 2: General rules and procedures for standardization and drafting.
- Various national standards and regulations for consumer product safety may also refer to requirements harmonized with ISO/FDIS 9994.

4.2.1 General
Flame heights shall comply with 4.2.2 to 4.2.5, according to the type of lighter.
NOTE During the review process prior to the adoption of this version of this document, lighter industry experts
analysed the maximum flame heights of lighters present in the market in a sampling of countries (see Annex B). As a
result of that analysis, the maximum flame heights of certain lighter types were reduced from the prior version of this
document.
In some countries, maximum flame height requirements vary from the requirements defined in this
document.
The following parameters should be taken into account when considering further maximum flame height
reduction in future versions of this document:
— Safety,
— Consumers' varying expectations and needs, including those based on their geographical location,
— Industrial constraints of lighter manufacturers in line with widely available, royalty-free state-of-the-
art technology.

requirement provided in 4.2.2 or 4.2.3.
ISO/FDIS 9994:2026(en)
4.3 Flame-height adjustment
4.3.1 Adjustable lighters shall require a deliberate action on the part of the user either to decrease or
to increase the flame height when used in the normal manner. Adjustable lighters shall bear an indication
showing the direction of movement of the adjusting mechanism required to produce a lower or higher flame.
4.3.2 On lighters whose adjusting mechanisms conform to 4.3.3 and 4.3.4, the direction of movement shall
be permanently imprinted or engraved on the lighter in the vicinity of the adjusting mechanism and readily
visible and understandable.
4.3.3 Gas lighters having rotary-movement flame-control actuators approximately at right-angles to the
flame shall perform as follows:
a) when the flame-control actuator is at the top of the lighter and the lighter is held so that the flame is
oriented vertically upward, and the user is facing the flame-control actuator, moving the actuator to the
left shall produce a decrease in flame height;
b) when the flame-control actuator is at the bottom of the lighter, and the lighter is held so that the user is
facing the actuator, a clockwise movement shall produce a decrease in flame height.
4.3.4 For gas lighters requiring movement of the flame-control actuator approximately parallel to the
flame axis, the flame height shall decrease or increase in accordance with the direction of the movement.
4.3.5 If the flame-control actuator protrudes from the body of the lighter, it shall require a minimum
actuating force of 1 N applied over the entire range of adjustment in a tangential direction (see Figure 2).
Key
1 direction of flame-control actuating force
Figure 2 — Application of flame-control actuating force as specified in 4.3.5
4.4 Resistance to spitting or sputtering and flaring

as defined in 3.19, or flaring as defined in 3.17, when tested in accordance with 6.3.
ISO/FDIS 9994:2026(en)
4.5 Flame extinction
When a lighter is extinguished in the intended manner, for example by closing a cover or by releasing a
button or a lever, it shall meet the following requirements with respect to extinction time.
a) Non-adjustable fluid and postmixing burner lighters, at their permanently set flame heights, when

4.2 Flame heights
4.2.1 General
Flame heights shall comply with 4.2.24.2.2 to 4.2.54.2.5,, according to the type of lighter.
NOTE During the review process prior to the adoption of this version of this document, lighter industry experts
analysed the maximum flame heights of lighters present in the market in a sampling of countries (see Annex BAnnex B).).
As a result of that analysis, the maximum flame heights of certain lighter types were reduced from the prior version of
this document.
In some countries, maximum flame height requirements vary from the requirements defined in this document.
The following parameters should be taken into account when considering further maximum flame height
reduction in future versions of this document:
— — Safety,
— — Consumers' varying expectations and needs, including those based on their geographical location,
— — Industrial constraints of lighter manufacturers in line with widely available, royalty-free state-of-the-
art technology.

4 Exigences fonctionnelles
a) une action positive doit être requise de la part de l’utilisateur pour produire et maintenir une flamme;
pour produire une flamme;

— sécurité;
— attentes et besoins variables des consommateurs, y compris en fonction de leur situation géographique;
la hauteur de flamme;

flamme autorisée par le réglage si celle-ci est inférieure à 50 mm;
flamme autorisée par le réglage si celle-ci est inférieure à 50 mm;
