Namen tega dela standarda IEC 60728 je natančen opis sistema optičnih vlaken do doma (FTTH) za razširitev prenosa širokopasovnega radiodifuzijskega signala, in sicer od izključno storitev CATV na CATV ter radiodifuzijske satelitske (BS) in komunikacijske satelitske (CS) storitve, dodatno pa tudi na druge različne signale, kot so podatkovne storitve.
