Overview
EN 50625-2-2:2015 is a European Standard developed by CENELEC, addressing the specific treatment requirements for Waste Electrical and Electronic Equipment (WEEE) containing Cathode Ray Tubes (CRTs) and flat panel displays (FPDs). This standard applies to all operators involved in the treatment process, covering the handling, sorting, and storage of such WEEE. Its primary goal is to ensure that WEEE containing CRTs and FPDs is treated safely and in an environmentally responsible manner until end-of-waste status is achieved or until the material fractions are recycled, recovered, or disposed of in compliance with legislation.
Key Topics
Scope of Application
- Applies to WEEE containing CRTs and flat panel displays.
- Valid until end-of-waste status, recycling, recovery, or final disposal.
Administrative and Organizational Requirements
- Mandatory training for staff involved in identifying and handling CRT and FPD equipment.
- Special attention to devices beyond traditional TVs and monitors, such as hospital or industrial equipment.
Technical Treatment Requirements
- Emphasis on preventing uncontrolled emissions of hazardous substances (e.g., mercury and fluorescent coatings).
- Requirements for air filtration, dust exhausting, and safe water management during both dry and wet treatment processes.
- Separate controlled processes for CRTs and FPDs to avoid cross-contamination.
- De-pollution and dedicated treatment operations tailored to the type of display and hazardous components.
Handling, Storage, and Transport
- No crushing or compacting of equipment before proper de-pollution.
- Measures to reduce risks of implosion or mercury release during handling and storage.
- Mass of stored equipment should not exceed what can be treated within six months.
Monitoring and Documentation
- Regular monitoring for hazardous substances (e.g., mercury concentrations in air and employee medical checks).
- Proper documentation for tracking de-pollution, recycling, and recovery activities.
Applications
EN 50625-2-2:2015 is essential for:
- WEEE Treatment Facilities: Ensuring safe and compliant processing of old televisions, computer monitors, and display panels.
- Producers and Importers: Meeting obligations under EU WEEE Directive 2012/19/EU regarding the take-back and environmentally friendly treatment of display devices.
- Regulatory Compliance: Aligning operations with European and national environmental and waste management laws.
- Environmental and Occupational Safety: Minimizing pollution, protecting worker health, and reducing exposure to hazardous materials like mercury, lead, and phosphors.
Practical scenarios include disassembly lines for CRT and FPD disposal, collection and sorting centers, and recycling operators responsible for the downstream handling of hazardous display device components.
Related Standards

2012/19/EU (WEEE).
For the relationship with the EU Directive see informative Annex ZZ, which is an integral part of this
document.
Introduction
This clause of Part 1 is replaced by the following:
This European Standard aims to assist organisations in:
− achieving effective and efficient treatment and disposal of WEEE containing CRTs and flat panel
displays in order to prevent pollution and minimize emissions;
− promoting increased material recycling;
− promoting high quality recovery operations;
− preventing inappropriate disposal of Waste Electrical and Electronic Equipment (WEEE) containing
CRTs and Flat Panel Displays and fractions thereof;
− assuring protection of human health and safety, and the environment;
− preventing shipments and, or consignments of WEEE containing CRTs and flat panel displays to
operators whose operations fail to comply with this normative document or a comparable set of
requirements.
This European Standard supports the objectives of the Community's environment policy.
This aims to preserve, protect and improve the quality of the environment, protect human health and
utilize natural resources prudently and rationally. That policy is based on the precautionary principle
and the maxims that preventive action to minimize environmental damage should, where possible, be
rectified at source and the polluter should pay.
This European Standard contains requirements applicable to the treatment of WEEE containg CRTs
and flat panel displays and is a Part 2 of EN 50625-1, Collection, logistics and Treatment requirements
for WEEE - Part 1:General treatment requirements. Additionally, this standard will be supported by a
technical report that will provide a more detailed comparison between normative treatment
requirements derived directly from the legal text of Directive 2012/19/EC, especially Annex VII, and
between informative treatment requirements going beyond the strict requirements of Directive
2012/19/EC.
This European Standard has been prepared in order to support European legislation and so uses
some of the terms defined in European law. In order to ensure that the definitions used in this
standard are identical to those defined by law these terms are identified as 'void', indicating that this
standard does not contain a definition, and a 'Note to entry' that identifies which law contains the legal
definition and the term as defined in that law.
