Overview

EN ISO 16103:2005 specifies the requirements and test methods for using recycled plastics material in the production of packaging for the transport of dangerous goods. Published by CEN and aligned with ISO 16103:2005, this international standard ensures that recycled plastics used in transport packaging meet rigorous safety, quality, and performance expectations. It provides detailed guidance on quality assurance programs, collection, processing, verification, and documentation, supporting the safe movement of hazardous materials by road, rail, sea, and air.

Key Topics

  • Scope and Definitions
    • Outlines the scope for recycled plastics materials, terms such as “batch of recycled plastics,” and what constitutes competent authorities.
  • Quality Assurance Programme
    • Sets requirements for initiating and maintaining robust quality assurance, from collection to final inspection and testing of recycled material batches.
  • Collection and Selection Criteria
    • Recycled plastics must be sourced from industrial packaging with traceable content history, proper identification, and age restrictions (typically not older than 10 years).
    • Exclusion of materials affected by hazardous contents, certain chemical exposures, or physical degradation (e.g., UV damage or non-reprocessable plastics).
  • Processing Requirements
    • Emphasizes segregation by material code, removal of non-compliant closures and labels, thorough cleaning, shredding, homogenization, and documentation.
  • Testing and Verification
    • Specifies mandatory tests for melt flow rate, density, and tensile yield strength in accordance with ISO standards.
    • Details requirements for mechanical testing of packaging produced from recycled plastics, including drop, stacking, and leakproofness tests as applicable.
  • Marking and Documentation
    • Ensures that packaging using recycled plastics is clearly marked as such, with international material code symbols and batch traceability.
    • Mandates record-keeping of all quality controls and test results for at least five years.

Applications

EN ISO 16103:2005 is highly relevant for manufacturers and recyclers of plastic industrial packaging used for the transport of hazardous goods. Key areas of practical application include:

  • Packaging Manufacturers
    • Produce drums, jerricans, intermediate bulk containers (IBCs), and large packaging for the transport of dangerous goods using recycled plastics.
    • Implement specified quality controls and documentation to comply with international safety requirements.
  • Hazardous Goods Logistics and Transport
    • Ensures the safe carriage of chemicals, pharmaceuticals, and other regulated substances via road, rail, air, or sea, as guided by agreements such as ADR, RID, IMDG, and ICAO.
  • Regulatory Compliance and Inspection
    • Facilitates conformity assessment and verification by national and international regulatory bodies.
    • Supports compliance for organizations aiming to minimize environmental impact through the responsible use of recycled plastics.
  • Environmental and Waste Management
    • Promotes circular economy practices by enabling safe reuse of industrial plastics, reducing landfill waste and resource consumption.

Related Standards

The implementation of EN ISO 16103:2005 is closely linked to several other standards and international agreements, including:

  • ISO 16101: Packaging - Transport packaging for dangerous goods - Plastics compatibility testing
  • ISO 16104: Packaging - Transport packaging for dangerous goods - Test methods

ISO 16103:2005(E)
Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 16103 was prepared by Technical Committee ISO/TC 122, Packaging, Subcommittee SC 3, Performance
requirements and tests for means of packaging, packages and unit loads (as required by ISO/TC 122).
ISO 16103:2005(E)
Introduction
The aim of this International Standard is to specify sufficiently the necessary controls for the use of recycled
plastics materials as identified in the United Nations Recommendations on the Transport of Dangerous Goods,
by selection into batches. Packagings produced from each batch of recycled plastics material undergo
mechanical testing as in design type testing.
These Recommendations are given legal entity by the provisions of a series of modal agreements for the
international transport of dangerous goods:
 the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR)
(see [1] in the Bibliography);
 the International Civil Aviation Organization's Technical Instructions for the Safe Transport of Dangerous
Goods by Air (see [2] in the Bibliography);
 the International Maritime Dangerous Goods Code (see [3] in the Bibliography);
 the Regulations concerning the International Carriage of Dangerous Goods by Rail (RID) (see [4] in the
Bibliography).
The application of this International Standard needs to take account of the requirements of these international
agreements and the relevant national regulations for domestic transport of dangerous goods.
