(Main)Information technology for learning, education and training - Metadata for learning resources - Part 2: Dublin Core properties (ISO/IEC 19788-2:2026)
General Information
- Abstract
This document provides a set of properties for the description of learning resources from ISO 15836-1 and ISO 15836-2 using the framework provided in ISO/IEC 19788-1. This document specifies properties whose codomain is "literal" (as considered in early Dublin Core) and properties whose codomain is a resource class; the ISO 15836 series implicitly allowing both. This provides full interoperability at the time of expressing existing Dublin Core records with MLR, while allowing a linked data approach for the description of learning resources.

Overview
EN ISO/IEC 19788-2:2026 is an international standard developed by CEN that specifies a set of metadata properties for learning resources, leveraging elements from Dublin Core (ISO 15836-1 and ISO 15836-2) within the metadata framework established by ISO/IEC 19788-1. The primary focus of this document is to support the description of learning resources in the fields of information technology for learning, education, and training (ITLET).
This standard enables organizations, institutions, and content creators to express Dublin Core metadata in a structured manner that supports both literal values and linked resource classes. This dual approach ensures full interoperability with legacy Dublin Core records while facilitating the adoption of linked data best practices for metadata management in e-learning environments.
Key Topics
- Dublin Core Integration: Builds a bridge between existing Dublin Core metadata used worldwide and the modular ISO/IEC 19788 framework for educational metadata.
- Property Specifications: Defines and standardizes key metadata properties for learning resources, such as title, creator, subject, description, publisher, contributor, date, type, format, identifier, source, language, relation, coverage, and rights.
- Literal and Resource Classes: Supports properties whose values are textual (literal) as well as those referencing resource classes (such as organizations or persons).
- Interoperability and Linked Data: Enhances interoperability for legacy and new metadata, and enables linked data approaches for richer metadata expression.
- Extensibility: Properties from other metadata standards or locally defined elements can be integrated to cater to particular community or organizational requirements.
Applications
EN ISO/IEC 19788-2:2026 serves various practical needs in education, training, and IT ecosystems by:
- Metadata Harmonization: Facilitating the migration and interoperability between Dublin Core-based records and the ISO/IEC 19788 MLR (Metadata for Learning Resources) framework, ensuring seamless integration in multi-standard environments.
- Resource Discovery: Improving the discoverability, sharing, and reuse of digital learning resources across e-learning platforms, repositories, and educational portals by enabling standardized and granular metadata descriptions.
- Linked Data Readiness: Supporting institutions in adopting linked data practices, paving the way for richer interconnections between learning resources, organizations, contributors, and related assets at both local and global levels.
- Compliance and Quality: Helping organizations meet regulatory, academic, and industry requirements for metadata management in the educational domain, ensuring consistency and quality of information.
- Customizability and Extension: Allowing institutions to extend the core set of Dublin Core properties with additional attributes tailored to specific curricula, disciplines, or organizational frameworks.
Related Standards
The implementation of EN ISO/IEC 19788-2:2026 is best understood in relation to other standards in the education and IT metadata landscape:
- ISO/IEC 19788-1: Framework for metadata for learning resources, underpins the specification of properties in Part 2.
- ISO 15836-1 & ISO 15836-2: Dublin Core metadata element set and its properties and classes, providing the foundational metadata elements integrated in this standard.
- ISO/IEC 19788 Series: Other parts of the MLR series offer further data elements and application profiles.
- IEEE 1484.12.1-2002 (LOM): Another key standard for learning object metadata, which can be combined or mapped for extended use cases.
- ISO 639-3: Language codes used for expressing metadata language attributes.
- ISO 8601: Date and time formats applied to metadata properties requiring temporal information.
- ISO/IEC 10646: Universal character set for representing textual content and identifiers.
Keywords: educational metadata, Dublin Core, learning resources, resource discovery, e-learning, learning object metadata, MLR, information technology for education, metadata interoperability, CEN standards, ISO standards.
By adopting EN ISO/IEC 19788-2:2026, organizations can ensure the interoperability, discoverability, and manageability of learning resources in digital learning environments, while remaining compatible with global metadata standards and best practices.

Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical
Commission) form the specialized system for worldwide standardization. National bodies that are
members of ISO or IEC participate in the development of International Standards through technical
committees established by the respective organization to deal with particular fields of technical activity.
ISO and IEC technical committees collaborate in fields of mutual interest. Other international organizations,
governmental and non-governmental, in liaison with ISO and IEC, also take part in the work.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of document should be noted. This document was drafted in accordance with the editorial rules of the ISO/
IEC Directives, Part 2 (see www.iso.org/directives or www.iec.ch/members_experts/refdocs).
ISO and IEC draw attention to the possibility that the implementation of this document may involve the

education and learning processes, in accordance with the Agreement on technical cooperation between ISO
and CEN (Vienna Agreement).
This second edition cancels and replaces the first edition (ISO/IEC 19788-2:2011), which has been technically
revised. It also incorporates the Amendment (ISO/IEC 19788-2:2011/Amd 1:2016).
The main changes are as follows:
— application of the ISO/IEC 19788-1:2024 framework, namely the use of the term ”property” (P) is used
instead of “data element specification” (DES) which becomes deprecated;
— new domain and property attributes, such as Label and Canonical Identifier, are introduced.

Introduction
The ISO/IEC 19788 series specifies, in a rule-based manner, properties and their attributes for the description
of learning resources. This includes the rules governing the identification of properties and the specification
of their attributes. These properties may be used to form the description of a learning resource, i.e. as a
metadata learning resource (MLR) record described in ISO/IEC 19788-8:2015 Data elements for MLR records.
This document uses the property specification model and framework provided in ISO/IEC 19788-1:2024 to
[1]
describe the properties of Dublin Core ISO 15836-1:2017 Core elements and ISO 15836-2:2019 Properties
[2]
and classes so that they can be used with other properties of ISO/IEC 19788 series, addressing specific
user communities' needs for extensions, modularization or refinement.
