M/BC/CEN/91/4 - CPD: Thermal insulation
CPD: Thermal insulation
Mandate M/BC/CEN/91/4 relates to the approval or disapproval of a standardisation request concerning thermal insulation under the Construction Products Directive (CPD). Issued by the European Commission to the European Committee for Standardization (CEN), this mandate addresses the development or revision of standards for thermal insulation products to ensure compliance with CPD requirements. The decision follows the CEN Board resolution CEN/BT 53/1991, underscoring the scope and specifications for harmonised standards to improve product performance, safety, and interoperability within the European construction market.
Purpose
The mandate M/BC/CEN/91/4 concerns the development of European standards related to thermal insulation under the Construction Products Directive (CPD). The objective is to standardise requirements, test methods, and performance criteria for thermal insulation materials and products used in construction across EU member states.
Standardisation request
The request is to prepare harmonised standards covering thermal insulation products to ensure their compliance with the CPD. This involves CEN (the European Committee for Standardization) in drafting, revising, or approving relevant technical specifications that will support legal and market requirements within the construction sector.
Expected deliverables
Deliverables include European Standards (ENs) for thermal insulation products encompassing characterization methods, performance evaluation, and essential safety or environmental criteria. These standards aim to facilitate CE marking, support product conformity assessment, and promote free movement of construction products in the EU.
Context
This mandate was addressed by the CEN Board of Directors in resolution CEN/BT 53/1991, reflecting early EU efforts under the CPD to harmonize construction product standards. Thermal insulation, being vital for energy efficiency and building safety, was prioritized to help create a unified regulatory and market framework for construction materials across the European Community.
The mandate covers standardisation work related to thermal insulation products and materials within the context of the Construction Products Directive (CPD). It focuses on specifying standards for the performance and testing of thermal insulation to ensure safety, quality, and compatibility in construction applications.

This Standard establishes the principles and criteria to be complied with for the determination of the laboratory steady-state heat transfer properties of masonry walls in a hot box by means of a heat flow meter mounted on one face of the masonry wall to be tested (i.e. the test specimen). It describes the apparatus, measurement technique and necessary data reporting. It does not, however, specify a particular apparatus design since requirements vary particularly in terms of size, and also to a lesser extent in terms of operating conditions.

Lays down the principles for the design of the apparatus and minimum requirement that shall be met for determination of the laboratory steady-state thermal transmission properties of building components and similar components for industrial use. Does not specify a particular design. Describes also the apparatus, measurement technique and necessary data reporting. Primarily intended for laboratory measurements of large, inhomogeneous specimens. Does not provide for measurements where there is mass transfer through the specimen during the test.

Frequently Asked Questions
A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/BC/CEN/91/4 is a European Standardization Mandate titled "CPD: Thermal insulation". CPD: Thermal insulation There are 14 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
