Mandate to CEN concerning standards in the field of environmental audit and environmental management systems, and programming request in view of a standard for environmental statements
Mandate M/050 requests the European Committee for Standardization (CEN) to develop standards related to environmental audit and environmental management systems. It includes a programming request for a standard on environmental statements. The mandate aims to support the implementation and harmonization of environmental management practices across Europe by providing standardized frameworks and guidelines. This decision, referenced as CEN/BT C111/1994, seeks to enhance environmental performance assessment and reporting through standardized audits and management systems.
Purpose
The mandate M/050 tasks CEN (the European Committee for Standardization) with developing standards related to environmental audit and environmental management systems. The initiative aims to support environmental protection efforts by standardizing practices for auditing and managing environmental impacts within organizations. Additionally, the mandate involves preparing for a standard concerning environmental statements to enhance transparency and reporting.
Standardisation request
CEN is requested to create and standardize:
- Environmental audit procedures to evaluate compliance and performance.
- Environmental management systems (EMS) to structure organizational environmental practices.
- Programming for the development of standards on environmental statements, which would provide guidance on how organizations report environmental information.
This work is intended to harmonize European standards in these fields to facilitate regulatory compliance and improve environmental performance measurement.
Expected deliverables
- A set of standards for conducting environmental audits.
- Standards defining requirements and frameworks for environmental management systems.
- Preliminary preparations or a development roadmap for a future standard addressing environmental statements.
The deliverables are expected to provide a consistent framework across Europe for environmental auditing and management, along with enhanced methods to communicate environmental performance through statements.
Context
The mandate was formalized following the resolution reference CEN/BT C111/1994 and represents part of the European Union’s broader strategy to promote sustainable development and enhance environmental governance. Standardisation in environmental audit and management supports regulatory objectives and enables organizations to systematically address environmental issues. The inclusion of environmental statements reflects growing interest in transparent environmental reporting. This mandate aligns with EU environmental policy goals and complements other international standardization efforts.
This mandate covers the development of standards related to environmental audit and environmental management systems. It includes programming for a standard on environmental statements. The focus is on establishing standardized procedures and criteria to ensure effective environmental management and reporting across various sectors and products.

A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/050 is a European Standardization Mandate titled "Mandate to CEN concerning standards in the field of environmental audit and environmental management systems, and programming request in view of a standard for environmental statements". Mandate to CEN concerning standards in the field of environmental audit and environmental management systems, and programming request in view of a standard for environmental statements There are 24 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
