M/233 - Fairgrounds & amusement parks
Mandate to CEN and CENELEC for standardization in the field of safety of equipment for fairgrounds and amusement parks
Mandate M/233 directs CEN and CENELEC to develop standards focused on the safety of equipment used in fairgrounds and amusement parks. The mandate aims to ensure the safety and reliability of such equipment through harmonized technical specifications. It supports regulatory compliance and enhances protection for operators and visitors by establishing clear safety requirements across the European Union. This mandate was subject to a decision on its approval or disapproval, referenced in resolution CEN/BT 70/1997.
Purpose
The mandate M/233 aims to initiate standardisation activities within the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC) focused on the safety of equipment used in fairgrounds and amusement parks. This is to ensure harmonised safety requirements to protect operators and users of such equipment across the EU.
Standardisation request
CEN and CENELEC are requested to develop and establish European standards addressing the safety aspects of equipment used in fairgrounds and amusement parks. This includes creating technical specifications and safety criteria that manufacturers and operators must meet to comply with EU safety directives and regulations.
Expected deliverables
The expected deliverables under this mandate are European standards covering:
- Safety requirements for design, manufacture, and operation of fairground and amusement park equipment
- Guidelines for risk assessment and mitigation related to such equipment
- Testing and inspection procedures to verify compliance with safety standards
These standards will support regulatory frameworks by providing consistent technical benchmarks for industry stakeholders.
Context
This mandate follows resolution CEN/BT 70/1997 and represents the EU’s effort to harmonise safety standards in an industry involving dynamic and potentially hazardous equipment used for entertainment. It supports consumer protection and market safety by reducing accidents and improving operational reliability in fairgrounds and amusement parks across member states.
This mandate covers standardisation in the field of safety of equipment used in fairgrounds and amusement parks.
General Information
This document specifies the minimum requirements necessary to ensure the safe design, calculation, manufacture, assembly, operation, disassembly, inspection and maintenance of the following, but not limited to:
• structures e.g. stage roofs, stage floors, follow spot towers, PA towers,
• LED support structures,
• one-off event structures,
• hospitality structures,
• temporary spectator facilities.
The above hereafter called event structures are structures intended to be installed and dismantled specifically for an event.
This document does not cover:
• Spectator facilities – EN 13200-series,
• Temporary structure – Tents – safety by EN 13782,
• Fairground and amusement park machinery and structures as per EN 13814 series,
• Temporary works equipment covered by CEN/TC 53,
• Inflatable play equipment-safety requirements and test methods as per EN 14960,
• Entertainment Technology as described by CEN TC 433.
NOTE This document is not applicable to event structures which are designed, manufactured, placed on the market or put in service before the date of publication of this document by CEN.

This European Standard specifies safety requirements which need to be observed at design, calculation, manufacture, installation, maintenance, operation, examination and testing of mobile, temporary installed tents more than 50 m2 ground area. For tents less than 50 m2 ground area, it is not necessary to produce the tent book (see Clause 14) and the producer will provide a documentation concerning the burning behaviour of the fabrics and the stability of the structure.
Two tents can be considered as two tents if the distance between them is more than 5 m except otherwise agreed.
These tents are intended to be installed and dismounted repeatedly without loss of substance, temporarily as well as on short term or long-term basis at any places, and multiple purposes.
A simplified calculation for tents with a maximum space of 12 m and a maximum capacity of 300 people is allowed for traditional pole and rope tents.
The field of application of this European Standard covers all kind of temporary covered structures.
Tents erected for a temporary period and dismantled for use elsewhere in fairgrounds and amusement parks are covered by this European Standard.
The content of this European Standard collects the different existing national regulations and guidelines as far as possible.

Frequently Asked Questions
A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/233 is a European Standardization Mandate titled "Mandate to CEN and CENELEC for standardization in the field of safety of equipment for fairgrounds and amusement parks". Mandate to CEN and CENELEC for standardization in the field of safety of equipment for fairgrounds and amusement parks There are 6 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
