To prepare international standards for the installation and operation of electrical apparatus and systems, which may frequently be affected by the continual alteration of the location of apparatus and systems, the increased extention of the operational area and the special and variable environmental conditions at such places as open-cast mines, quarriers, stockpiles, etc. The standards to be prepared will not cover temporary and provisional places of work in the open, such as building sites and earth moving sites, unless the equipment used is similar to that used in surface mining applications. NOTE: The work of TC 71 will be co-ordinated to ensure that at all times liaison will be maintained with other spacialized IEC Technical Committees such as TC 20, TC 31 and TC 64, and that the work will not encroach upon that which is truly within the scope of such Committees
