Overview

SIST EN 301 489-6 V1.2.1:2003 is a harmonized European standard focused on electromagnet compatibility (EMC) and radio spectrum matters (ERM), specifically for Digital Enhanced Cordless Telecommunications (DECT) equipment. Maintained by SIST and aligned with the EMC Directive (89/336/EEC) and article 3.1b of the R&TTE Directive (1999/5/EC), this standard ensures that DECT equipment and associated ancillary devices meet essential EMC requirements, minimizing interference and ensuring functional integrity across telecommunication environments.

DECT technology is widely utilized in residential and enterprise cordless telephony and fixed wireless access. This standard, together with its associated general and product-specific parts, provides a comprehensive framework for manufacturers, integrators, and testing bodies to assess and demonstrate conformity for DECT equipment EMC performance.

Key Topics

  • Scope: Covers EMC requirements for all types of DECT equipment, including handsets, base stations, and ancillary devices, excluding equipment covered by the Marine Equipment Directive.
  • Test Conditions and Procedures:
    • Specific conditions for testing DECT equipment for both emission and immunity to electromagnetic disturbances.
    • Arrangements for test signals for both speech (audio) and non-speech (data) equipment.
    • Assessment options for host-dependent devices, including plug-in cards, with provisions for composite systems and test jigs.
  • Performance Assessment:
    • Criteria for evaluating performance under continuous and transient electromagnetic phenomena.
    • Verification of maintenance of communication links, user control functionality, and stored data integrity during and after EMC testing.
  • Equipment Classification:
    • Guidance on classifying equipment for vehicular, fixed, and other use cases based on intended power sources and deployment environments.
  • Applicability and Exclusions:
    • Specifies relevant frequency exclusion bands and circumstances where certain immunity tests do not apply.
    • Points to wider general requirements in EN 301 489-1 for aspects not expressly addressed.

Applications

SIST EN 301 489-6 V1.2.1:2003 provides essential guidance for technical compliance in the design, manufacturing, and certification of DECT products such as:

  • Wireless DECT handsets and base stations used in residential and office telephony systems.
  • Fixed wireless access terminals providing connectivity to the PSTN.
  • Ancillary and host-dependent equipment such as plug-in cards or modules integrated with DECT functionality.
  • Telecommunication product testing and certification facilities ensuring EMC conformity before market release.

Manufacturers and certification bodies use this standard to:

  • Conduct EMC tests under specified conditions using normative test setups and signals.
  • Assess immunity to electromagnetic disturbances and the reliability of key device functions in real-world operating environments.
  • Ensure products meet the legal and regulatory requirements for operation within the European regulatory framework, supporting CE marking and mutual recognition across EU member states.

Related Standards

When applying SIST EN 301 489-6 V1.2.1:2003, consider referencing its foundational and related standards for complete compliance and implementation:

  • EN 301 489-1: General EMC requirements for radio equipment and services (common technical requirements).
  • ETSI EN 300 175-2: DECT Common Interface - Physical Layer.
  • ETSI EN 300 175-3: DECT Common Interface - Medium Access Control (MAC) Layer.
  • ETSI I-ETS 300 176: DECT Approval Test Specification.
  • Directive 1999/5/EC (R&TTE Directive) and Directive 89/336/EEC (EMC Directive): Legal frameworks underpinning conformity assessment and market access.
  • ITU-T Recommendation O.153: Bit error performance measurement for telecommunication equipment.

By following SIST EN 301 489-6 and associated standards, organizations ensure robust EMC performance and regulatory alignment for DECT products in the European market.
