General Information

Abstract

This European Telecommunication Standard (ETS) gives a description of the function associated with the administration of data related to subscribers, mobile equipments and services, specifically from the network management point of view. This data, known as the Subscriber Profile, is used for the provision of services for a particular user of a PLMN, or for the user s equipment represented by the International Mobile Subscriber Identity (IMSI) and the International Mobile Equipment Identity (IMEI) respectively. The functions include the administrative procedures for both the subscriber (for example  provision of service ), and the equipment identified by the IMEI. Also included is the management of subscriber data necessary for network management. The managed functional entities involved are the Home Location Register (HLR), Visitor Location Register (VLR), Mobile Switching service Centre (MSC), Equipment Identity Register (EIR), Authentication Centre (AUC). The administration of subscriber data in all these entities is part of this ETS; which includes the means for a PLMN Operator to create, update, and delete information concerning a particular subscriber in order to allow (or bar) the use of the network.

Overview

SIST ETS 300 613 E1:2003 specifies the requirements and procedures for data administration in the GSM digital cellular telecommunications system - Phase 2. The standard focuses on managing subscriber, mobile equipment (ME), and service-related data in Public Land Mobile Networks (PLMN). It describes how operators should maintain, update, and manage data-referred to as the Subscriber Profile-from a network management perspective. The administrative processes defined here are essential for providing and securing services within GSM networks, ensuring unique identification, service provisioning, and equipment authorization.

Key functional entities addressed include:

  • Home Location Register (HLR)
  • Visitor Location Register (VLR)
  • Mobile Switching Centre (MSC)
  • Equipment Identity Register (EIR)
  • Authentication Centre (AUC)

Effective data administration, as defined by this standard, is foundational for the smooth operation, security, and scalability of GSM networks across Europe and globally.

Key Topics

  • Subscriber Data Management: Procedures for creating, updating, interrogating, and deleting subscriber information, identified by International Mobile Subscriber Identity (IMSI), within registers such as the HLR and VLR.
  • Mobile Equipment Data Administration: Management of equipment-related data identified by International Mobile Equipment Identity (IMEI), including maintaining equipment “white,” “grey,” and “black” lists in the EIR.
  • Service Provisioning: Administration of service status and the activation/deactivation of basic and supplementary services for subscribers.
  • Security and Authentication: Utilization of the AUC for subscriber authentication information, supporting network and service integrity.
  • Network Entity Interaction: Definition of data management functions spanning multiple network registers to support seamless mobility, roaming, and subscriber experience.
  • Operator Tools: Enabling PLMN operators to manage subscriber access, bar usage as necessary, and maintain up-to-date records for network management and regulatory compliance.

Applications

Adoption of SIST ETS 300 613 E1:2003 delivers practical value for:

  • Mobile Network Operators: Streamlines subscriber management, equipment authorization, and service offering, enhancing customer care and service reliability.
  • Network Security: Ensures robust mechanisms for subscriber and equipment authentication, fraud prevention, and unauthorized network access control.
  • Service Provision: Enables efficient implementation and management of value-added and supplementary GSM services, including roaming, call barring, and group subscriptions.
  • Regulatory Compliance: Provides frameworks for maintaining accurate subscriber and equipment records to meet telecommunications regulatory requirements.
  • Interoperability: Ensures consistency in data administration across networks and equipment vendors by adhering to harmonized GSM standards.

Related Standards

This GSM data administration standard interfaces with several key international standards:

  • GSM 12.01: Network management principles
  • GSM 12.04: Terminal Management System
  • 3GPP TS 23.002: Network architecture, including HLR, VLR, MSC, AUC, EIR
  • ETSI TS 100 927: Subscriber identity modules
  • ITU-T X.721 and M.3100: Object management and common telecommunications management functions

For comprehensive network management and subscriber data handling, organizations should align with related standards from ETSI, 3GPP, and ITU, ensuring future-proof, secure, and scalable mobile communication infrastructures.

Keywords: GSM, subscriber data administration, mobile equipment management, HLR, VLR, EIR, AUC, IMSI, IMEI, network management, service provisioning, PLMN, telecommunications standards.
