Abstract

Review of title and HS-RTT to align with STF 279 proposals. The present document specifies the minimum technical characteristics required for UHF on board vessels radio equipment and systems operating on frequencies allocated to the maritime mobile services by the ITU Radio Regulations [5]. The present document is intended to cover the provisions of Directive 1999/5/EC [1] (R&TTE Directive) article 3.2, which states that "… radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [1] may apply to equipment within the scope of the present document.

Overview

SIST EN 300 720-2 V1.2.1:2008 is a Slovenian adoption of a harmonized European standard that specifies the minimum technical requirements for ultra-high frequency (UHF) on-board vessel communication systems and equipment. Developed under the scope of Electromagnetic Compatibility and Radio Spectrum Matters (ERM), this standard ensures compliance with Article 3.2 of the R&TTE Directive (Directive 1999/5/EC), promoting efficient use of the radio spectrum and minimization of harmful interference in maritime communication systems.

This standard sets the essential criteria for UHF radio equipment operating on maritime mobile service frequencies, as allocated by ITU Radio Regulations. It provides the technical basis for assessing the conformity of marine equipment, supporting reliable ship-to-ship and ship-to-shore communications.

Key Topics

  • Scope and Applicability
Covers the minimum technical parameters for UHF radio equipment used onboard vessels, facilitating harmonized operations in European waters.

  • Radio Spectrum Use and Interference Protection
Aligns with R&TTE Directive Article 3.2, requiring radio equipment to use spectrum resources efficiently and avoid harmful interference to other users.

  • Conformance Testing
Details procedures for verifying transmitter and receiver characteristics, ensuring equipment remains within defined operational limits under specified environmental profiles.

  • Technical Definitions and Measurement Limits
Provides key definitions, symbols, and abbreviations to standardize measurement and assessment procedures, referencing EN 300 720-1 for specific technical metrics such as frequency error, radiated power, frequency deviation, and adjacent channel power.

  • Testing Requirements

    • Frequency stability and accuracy
    • Maximum effective radiated power
    • Frequency deviation for modulation
    • Spurious emissions and interference mitigation
    • Receiver sensitivity, selectivity, and immunity to interference

Applications

SIST EN 300 720-2 V1.2.1:2008 delivers essential value across multiple maritime sectors, including:

  • Commercial Shipping
Ensures reliable, interference-free UHF radio communications for navigation, vessel control, and crew safety.

  • Offshore Industries
Supports robust communication networks on platforms and support vessels operating in regulated UHF bands.

  • Maritime Equipment Manufacturers
Provides a clear framework for product development, conformity assessment, and market entry within the European Economic Area (EEA) and other regions referencing EN standards.

  • Regulatory Compliance and Market Access
Harmonizes technical specifications to ease certification processes, demonstrating conformity with the R&TTE Directive, and facilitating mutual recognition of compliance among EU member states.

Related Standards

Adhering to SIST EN 300 720-2 V1.2.1:2008 may also require consideration of related standards, including:

  • EN 300 720-1: Specifies detailed technical characteristics and methods of measurement for UHF onboard vessel systems.
  • ITU-R Recommendation M.1174-2: Outlines technical characteristics for equipment operating in specific maritime UHF bands.
  • ETSI TR 100 028: Provides guidance on measurement uncertainties for mobile radio equipment.
  • Additional EN standards under Directive 1999/5/EC Article 3: May apply depending on additional essential requirements relevant to safety, EMC, and functional performance.
