Application integration at electric utilities - System interfaces for distribution management - Part 11: Common information model (CIM) extensions for distribution
IEC 61968-11:2013 specifies the distribution extensions of the common information model (CIM) specified in IEC 61970-301. It defines a standard set of extensions of common information model (CIM), which support message definitions in IEC 61968-3 to IEC 61968-9, IEC 61968-13 and IEC 61968-14. The scope of this standard is the information model that extends the base CIM for the needs of distribution networks, as well as for integration with enterprise-wide information systems typically used within electrical utilities. Major changes with respect to the first edition are summarized below: - Introduction of new classes to support flexible naming of identified objects. - Introduction of new classes to support single line diagrams exchange. - Consolidated transmission and distribution models for lines, transformers, switching, sensing and other auxiliary equipment.

Overview
EN 61968-11:2013 - "Application integration at electric utilities - System interfaces for distribution management - Part 11: Common information model (CIM) extensions for distribution" specifies the distribution-specific extensions to the Common Information Model (CIM) base defined in IEC 61970-301. Published as a CENELEC / CLC adoption of IEC 61968-11:2013, this standard defines a shared information model to support message payloads used across IEC 61968 interface parts (notably IEC 61968-3 to -9, -13 and -14). It enables consistent data exchange between Distribution Management Systems (DMS), enterprise IT systems and other utility applications.
Key Topics
- CIM extensions for distribution: data classes and UML packages that extend the IEC 61970 base CIM to model distribution-network specifics.
- Message support: model elements that underlie message definitions in IEC 61968 parts for system integration.
- Major updates (Ed.2 vs Ed.1):
- Flexible naming classes for identified objects.
- Classes to support single-line diagram exchange.
- Consolidated transmission/distribution models for lines, transformers, switching, sensing and auxiliary equipment.
- Separate phase definitions for unbalanced network modelling.
- Models for temporary network changes (cuts, jumpers, clamps).
- Flexible organisation and role modelling.
- Coordinate system support for geographic locations.
- Configuration event tracking.
- Lightweight assets and asset catalogue model.
- Linkage between network-oriented and premises/metering models, including premises area network devices.
- Model structure: packages for Common, Assets, Network, Work, Organisation and Metering concepts with compounds like Location, AssetModel, TransformerInfo and WireInfo.
Applications
Who uses EN 61968-11:2013 and why:
- System integrators & software vendors building DMS, SCADA, OMS, ADMS and enterprise integration solutions - to ensure interoperable data exchange via CIM profiles.
- Utility IT & network modelers - for standardized network representation, unbalanced and temporary-network modelling, and mapping to enterprise asset management.
- Asset management and GIS teams - to harmonize asset catalogs, coordinate systems and single-line diagrams.
- Standards and compliance teams - to align internal interfaces and message payloads with IEC/CENELEC harmonized models.
Practical benefits include reduced integration cost, consistent network models across systems, improved support for unbalanced distribution studies, and traceable configuration events.
