Overview

SIST EN 300 182-2 V1.2.4:2005 defines requirements for the Protocol Implementation Conformance Statement (PICS) proforma concerning the Advice of Charge (AOC) supplementary service, operating over the Integrated Services Digital Network (ISDN) via the Digital Subscriber Signalling System No. one (DSS1) protocol. This European standard, prepared by the Slovenian Institute for Standardization (SIST), ensures harmonized implementation and verification of AOC services in ISDN environments by updating references to current core network signaling specifications such as ETS 300 403.

AOC supplementary services enable the provision of charge-related information to users during various call states, supporting transparency and billing in telecommunication systems. The PICS proforma is a critical component for testing vendor and operator compliance with related protocol specifications, as detailed in EN 300 182-1.

Key Topics

  • Protocol Implementation Conformance Statement (PICS): The PICS proforma is a standardized template that implementers must complete to declare which capabilities and options are supported in their ISDN DSS1 AOC implementation.
  • AOC Supplementary Services: The document focuses on three AOC service variants:
    • AOC-S (Set-up): Charging information at the start of a call.
    • AOC-D (During): Charging information updated during the call.
    • AOC-E (End): Charging information at call termination.
  • Roles and Requirements: The standard differentiates between user-side and network-side implementation, specifying mandatory, optional, and conditional requirements for each.
  • Reference Update: The scope includes updating legacy references (e.g., from ETS 300 102-1) to the current ETS 300 403 standard, ensuring alignment with contemporary ISDN signaling protocols.
  • Conformance Assessment: Provides a systematic approach for static conformance review, ensuring an implementation’s compliance with protocol requirements, including detailed role, capability, and parameter mapping.

Applications

The practical value of SIST EN 300 182-2 V1.2.4:2005 is realized by:

  • Vendors: Assisting network equipment manufacturers in validating their ISDN AOC implementations against standardized behavior, streamlining product certification, and facilitating market access across Europe.
  • Operators: Enabling service providers to verify network elements for compatibility and reliability, ensuring customer-facing AOC features function as required.
  • Test Laboratories: Providing a precise framework for designing test suites focused on protocol behavior and service interoperability.
  • Regulatory Compliance: Supporting fulfillment of regulatory and contractual obligations linked to the transparency of telecommunications billing.
  • System Integrators: Assisting in system selection and integration projects where multi-vendor or cross-national ISDN deployments are planned, reducing risks associated with proprietary implementations.

Related Standards

For effective implementation and testing of ISDN AOC features, the following standards are particularly relevant:

  • EN 300 182-1: Protocol specification for ISDN; AOC supplementary service via DSS1.
  • EN 300 403-1: Core DSS1 protocol for ISDN circuit-mode basic call control.
  • EN 300 195-2: Supplementary service interaction PICS for ISDN DSS1.
  • EN 300 196-2: Generic functional protocol for supplementary services, including PICS for DSS1.
  • EN 300 403-3: PICS proforma for DSS1 network layer basic call control.
  • ISO/IEC 9646-7: International guidance on PICS proforma preparation and use, aligned to Open Systems Interconnection (OSI) conformance frameworks.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 2 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Advice of Charge (AOC)
supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
