Overview

SIST-TS TS 101 329-2 V2.1.3:2004 is a key Slovenian technical specification that defines speech Quality of Service (QoS) classes for TIPHON-compliant systems. TIPHON, or Telecommunications and Internet Protocol Harmonization Over Networks, provides frameworks for ensuring interoperable, high-quality voice services over IP networks. By introducing a structured approach to end-to-end speech QoS, the standard enables vendors, service providers, and network planners to guarantee specific levels of voice transmission quality across diverse IP telephony scenarios.

This standard is part of a broader TIPHON QoS documentation suite, specifically focusing on how IP terminals and network performance interact to deliver predictable voice quality. It describes clear QoS classes, performance metrics, and guidelines critical for anyone designing, deploying, or evaluating TIPHON-based telephony solutions.

Key Topics

  • Speech Quality of Service (QoS) Classes: The standard categorizes speech services into classes, establishing expected performance for each.

    • Wideband: Exceeds PSTN user experience using wideband codecs and QoS-engineered networks.
    • Narrowband: Matches traditional telephony, with sub-classes for high, medium, and acceptable quality, reflecting ISDN and various mobile telephony levels.
    • Best Effort: No guaranteed performance; relies on public or non-QoS-engineered IP networks.
  • Performance Metrics: Each QoS class is defined by specific criteria:

    • Overall Transmission Quality Rating (R): Objective indicator calculated with the E-Model (ITU-T G.107), reflecting mouth-to-ear user experience.
    • Listener Speech Quality: One-way speech intelligibility derived from codec performance and network conditions.
    • End-to-end Delay: Mean one-way delay, categorized by class, to ensure conversational interactivity.
  • Relationship between Terminal, Network, and QoS: Guidelines clarify how IP terminal and network characteristics together determine the achievable end-to-end QoS, aiding system design and planning.

Applications

  • VoIP System Design: Network planners and service providers use TIPHON QoS classes to set and measure service quality benchmarks for telephony solutions over IP.
  • Performance Assessment: The standard supports objective comparison of IP telephony deployments by referencing agreed metrics and quality levels.
  • Product Development: Manufacturers of IP phones and network equipment leverage these guidelines to ensure products meet the required QoS levels for various market segments.
  • Regulatory Compliance: Governments and regulatory bodies reference such standards when setting minimum quality thresholds for telephony over IP services.

Related Standards

For comprehensive TIPHON system implementation and ongoing quality improvements, the following standards are relevant:

  • TR 101 329-1: General aspects of QoS in TIPHON systems.
  • TS 101 329-3: Signalling and control aspects for end-to-end QoS.
  • TS 101 329-5: Quality of Service measurement methodologies.
  • TR 101 329-6: Measurements of network and terminal characteristics and their impact on voice quality.
  • TR 101 329-7: Design guides for optimizing speech transmission performance.
  • ETSI TS 102 024 and TS 102 025: Advanced TIPHON QoS requirements for Releases 4 and 5.
  • ITU-T Recommendations G.107, G.109, G.711, G.726: International reference for speech codec and quality modeling.

Summary

SIST-TS TS 101 329-2 V2.1.3 provides a standardized, internationally aligned method for defining, measuring, and assuring speech QoS in IP telephony. Its adoption benefits network providers, equipment vendors, and end-users by enabling consistent, reliable voice communications across multifaceted IP network environments. By implementing these TIPHON QoS classes and metrics, the telecommunications sector can ensure IP-based speech services meet user expectations for quality and reliability.
