Overview

SIST ETS 300 608/A1 E1:2003 outlines specifications for the Subscriber Identity Module - Mobile Equipment (SIM-ME) interface in Phase 2 of the European digital cellular telecommunications system, based on GSM Technical Specification 11.11. This Slovenian standard, harmonized with ETSI specifications, details communication and data structures required for interoperability between SIM cards and mobile devices within GSM networks.

The standard provides essential guidance for manufacturers and network operators to ensure secure, reliable, and efficient mobile communications. By defining the procedures and file structures for the SIM-ME interface, this document plays a crucial role in global mobile telecommunications.

Key keywords: SIM-ME interface, GSM 11.11, mobile equipment, subscriber identity module, telecommunications standard, GSM Phase 2.

Key Topics

  • SIM-ME Interface Structure: Specifies the transparent structure and mandatory access conditions for files exchanged between SIM and mobile devices.
  • Service Table (SST): Defines available SIM services, including settings for functions such as abbreviated dialing, SMS storage, advice of charge, and capability configuration.
  • Group Identifiers (GID1, GID2): Details optional group identifier files, allowing operators to establish application-specific groupings and security levels on SIMs.
  • File Access & Security: Enforces security via access conditions such as CHV1 (PIN1) for reading and ADM (Administrative) rights for updates, invalidation, and rehabilitation of files.
  • File Directory Structure: Provides an overview of file and directory arrangements on the SIM, facilitating standardized access and management by mobile equipment.
  • Subscription Procedures: Lists MMI (Man-Machine Interface) and ME (Mobile Equipment) procedures linked to subscription services, number storage, SMS, group identifiers, and configuration parameters.

Applications

The SIM-ME Interface Standard is widely applied across several areas of the global telecommunications sector:

  • Mobile Device Manufacturers: Ensures that mobile phones, smartphones, and related devices achieve compatibility with GSM-compliant SIM cards, promoting international interoperability.
  • Network Operators: Enables secure user authentication, effective management of subscriber data, and implementation of operator-specific services by leveraging the standardized file structures and security features.
  • SIM Card Producers: Guides the development of secure, reliable SIM cards that support a range of essential mobile services including SMS storage, call management, and group-based security features.
  • System Integrators: Facilitates the integration and verification of new mobile solutions and services that interact with the SIM card, ensuring compliance with GSM network requirements.
  • Telecommunications Certification: Acts as a benchmark for product and service conformity assessments, supporting regulatory compliance and fostering trust in GSM technologies.

Related Standards

  • ETS 300 608: Original European Telecommunications Standard detailing the first edition of the SIM-ME interface specification.
  • GSM TS 11.11: The core GSM Technical Specification providing foundational requirements for the SIM-ME interface across GSM networks.
  • SIST TS 102 221: Covers requirements for UICC-terminal interface, relevant for SIM and multi-application cards.
  • GSM TS 02.11: Defines PLMN (Public Land Mobile Network) selection procedures, referenced for timer and maximum value parameters within the SIM file system.
  • ISO/IEC 7816 Series: International standards for integrated circuit cards, forming the basis for SIM card design, structure, and security.

In summary: SIST ETS 300 608/A1 E1:2003 is a vital resource for ensuring robust, efficient, and secure integration between subscriber identity modules and mobile equipment. Adhering to this standard keeps telecommunications products interoperable and future-proof within GSM-compliant networks.

Coding: The time interval is coded in integer multiples of n minutes. The range is from n minutes
to a maximum value. The value '00' indicates that no attempts shall be made to search for the
HPLMN. The encoding is:
- '00': No HPLMN search attempts
- '01': n minutes
- '02': 2n minutes
- :     :
- 'YZ': (16Y+Z)n minutes (maximum value)
All other values shall be interpreted by the ME as a default period.
For specification of the integer timer interval n, the maximum value and the default period refer to TS GSM
02.11 [5].
