Overview

SIST EN 300 356-2 V4.2.1:2004 addresses the requirements for Integrated Services Digital Network (ISDN) supplementary services over the international interface using Signalling System No. 7 (SS7), specifically the ISDN User Part (ISUP) version 4. Aligned with ITU-T Recommendation Q.730 (1999) and enhanced for pan-European interoperability, this European Standard ensures consistent procedures, protocol elements, and signalling for supplementary ISDN services between public telecommunication operators across borders.

The standard is managed by the Slovenski inštitut za standardizacijo (SIST), based on the European Telecommunications Standards Institute (ETSI) EN 300 356-2 framework. It is part of a comprehensive multi-part series dealing with ISUP for ISDN, focusing in this part on supplementary services rather than basic connectivity.

Key Topics

  • ISDN and SS7 ISUP Integration: Defines procedures for delivering ISDN supplementary services (such as call transfer, call hold, and conference calling) using the SS7 ISUP protocol across international interfaces.
  • Protocol and Switching Functions: Identifies necessary protocol actions and exchange functions at both originating and destination ends of a call to support advanced telecommunications services.
  • Interworking and Compatibility: Illustrates how international gateway exchanges should support both national and international signalling requirements, fostering seamless global interoperability.
  • Scope and Application Limitations: The specification strictly applies to international interconnections and does not provide additional requirements for national signalling or non-ISDN networks.
  • Supplementary Services Structure: Describes service provision/withdrawal, network side requirements, signalling procedures for activation and deactivation, interactions with other services (e.g., number identification, call diversion), coding, and parameterization.

Applications

SIST EN 300 356-2 V4.2.1:2004 is essential for:

  • Telecommunications Operators: Ensuring international interoperability of supplementary services such as caller identification, call waiting, call forwarding, and conference calling between different ISDN networks.
  • Network Equipment Manufacturers: Designing and implementing SS7 ISUP-compliant products that support an extensive range of supplementary services for international ISDN traffic.
  • Protocol Testers and Conformance Labs: Providing a reference for testing conformance of ISDN supplementary service implementations, facilitating network certification and equipment interoperability.
  • Service Providers and Engineers: Deploying value-added voice and data services over ISDN in multinational contexts, aiding seamless communication for businesses and organizations with cross-border operations.

This standard delivers direct practical value by harmonizing supplementary service call flows and behaviour, reducing integration complexity, and ensuring consistent end-user service experiences internationally.

Related Standards

The SIST EN 300 356-2 V4.2.1:2004 standard exists within a family of related standards supporting ISDN over SS7. Notable references include:

  • ITU-T Recommendation Q.730 (1999): Foundational specification for ISDN supplementary services, forming the baseline for this standard.
  • SIST EN 300 356-1: ISUP version 4 for international interface - Basic services.
  • Other Parts of EN 300 356 Series: Each handling specific supplementary services such as Calling Line Identification Presentation (CLIP), Calling Line Identification Restriction (CLIR), Call Hold, Call Waiting, Conference Call (CONF), and more.
  • ETSI ETS 300 121: Application of ISUP for international ISDN interconnections.
  • ITU-T Recommendation I.130: Characterization of ISDN-supported telecommunication services.

Understanding and implementing SIST EN 300 356-2 V4.2.1:2004 supports robust ISDN service portfolios, meets international compliance needs, and facilitates global telecommunications interoperability.

Global modifications to ITU-T Recommendation Q.730 Replace the two clauses "Scope" and "References" with the following two clauses (Scope and References). Scope The present document specifies procedures that are common to multiple supplementary services defined for the pan-European Integrated Services Digital Network (ISDN) as provided by the European public telecommunications operators by means of the Signalling System No.7 protocol for the ISDN User Part (ISUP). The present document identifies the protocol procedures and switching functions needed to support telecommunication services (see ITU-T Recommendation I.130 [1]). The present document does not specify the additional protocol requirements where the service is provided to the user via a telecommunications network that is not an ISDN. The present document does not specify the additional protocol requirements for the national signalling interface. Although the present document applies only to the international interconnection, the specification of functions, formats and codes of messages and signals, and actions performed at originating and destination local exchanges are retained. Formats, codes and procedures marked for national use are included for informative purposes for the international interface specification. If these items so marked are supported within a national network and operator's network, then it is proposed that they shall be supported in this manner. Items in the present document marked "Not Required" are not required to be supported. NOTE: In the case where a national signalling system behaves differently, the international gateway exchange is to support both the concerned national and international network. References The following documents contain provisions which, through reference in this text, constitute provisions of the present document. • References are either specific (identified by date of publication and/or edition number or version number) or non-specific. • For a specific reference, subsequent revisions do not apply. • For a non-specific reference, the latest version applies.
