Overview

SIST-V ETSI/EG 202 118 V1.1.1:2005 outlines the structure and administration of the TETRA (Terrestrial Trunked Radio) numbering resource. Developed by the Slovenian Institute for Standardization (SIST), this standard guides the allocation and management of TETRA numbering schemes, crucial for the operation and compatibility of TETRA networks in national and international contexts. The document serves as a key reference for regulatory administrators, network operators, and industry stakeholders involved in the deployment and management of advanced digital radio communication systems, ensuring clarity and consistency in numbering practices.

Key Topics

The standard covers several core areas essential to the proper functioning and interworking of TETRA networks:

  • TETRA Numbering Structure: Defines the Individual TETRA Subscriber Identity (ITSI), comprising the TETRA Mobile Country Code (T)MCC, TETRA Mobile Network Code (T)MNC, and the Short Subscriber Identity (SSI), with prescribed decimal digit formats.
  • Allocation and Administration:
    • TETRA Mobile Country Codes (T)MCC: Currently administered by the TETRA MoU Group, but with plans for future allocation by ITU-TSB for enhanced international recognition.
    • TETRA Mobile Network Codes (T)MNC: Allocated at the national level by administrators such as the National TETRA Numbering Administrator (NTNA).
  • Numbering Policy and Governance: Provides policy direction on national and international allocation, emphasizing compliance and consistency among regulatory authorities and network operators.
  • Interworking and Dual Mode Operations: Addresses scenarios where TETRA networks need to interwork or coexist with GSM-based systems, especially regarding numbering alignment and dual mode terminals.

Applications

The application of this standard ensures robust and compatible TETRA deployments across a variety of industries and jurisdictions. Key practical benefits include:

  • Public Safety and Critical Communications: Ensures that emergency services, law enforcement, and transportation operators have harmonized numbering schemes for seamless communication.
  • Cross-Network Interoperability: Facilitates dual mode devices operating between TETRA and GSM/UMTS networks through aligned numbering policies, enhancing operational flexibility.
  • International and National Coordination: Supports regulatory authorities in allocating and managing numbering resources to prevent conflicts and overlap, complying with international frameworks.
  • Network Planning and Management: Provides network designers and operators with clear guidelines for TETRA ITSI structuring, simplifying both initial deployment and future upgrades.

Related Standards

For comprehensive implementation and further guidance, reference the following related standards:

  • ETSI EN 300 392-1: General design, addressing, and identities for TETRA networks.
  • ETSI TR 102 300-5: Designers’ guide to numbering and addressing in TETRA.

  • ITU-T Recommendation E.190: Principles for the management and assignment of international numbering resources.
  • ITU-T Recommendation X.121: Numbering plan for public data networks.

By adhering to SIST-V ETSI/EG 202 118 V1.1.1:2005, organizations and authorities can ensure that their TETRA networks are scalable, interoperable, and aligned with global telecom standards. This is vital for supporting mission-critical communication in an increasingly interconnected world.

Foreword
This ETSI Guide (EG) has been produced by ETSI Technical Committee Services and Protocols for Advanced
Networks (SPAN).
Introduction
The present document provides information on the TETRA ITSI. The ITSI is similar in structure to
ITU-T Recommendation E.212 [4] IMSI identity. In addition to providing background on the similarities and
differences between these two identities, the present document also describes each of the individual fields of the
TETRA ITSI.
In certain circumstances operators may have to relate these two resources together. Given the management of the
individual elements of the ITSI (the TETRA Mobile Country Code, the TETRA Mobile Network Code and the Short
Subscriber Identity), the present document describes how an approach taken by a National TETRA Numbering
Administrator, responsible for managing the TETRA MNC, might assist an operator in the use of both resources.
TETRA Mobile Country Codes (T)MCC are currently administered by the TETRA Memorandum of Understanding
(MoU) Group, an industry organisation, which has aligned the digital value of the (T) MCC with the
ITU-T Recommendation E.212 [4] MCC. An issue has been raised as to how countries know that these codes are
formally/legally assigned to the country allocated. Discussions are under way to move the administration of (T) MCC
resources to the ITU-TSB.

1 Scope
The present document provides guidance on the allocation and management of the country code and network code parts
of the Individual TETRA Subscriber Identity (ITSI) used in TETRA. It applies to all TETRA networks irrespective of
their interconnection arrangements. It includes guidance on the effect of dual mode operations with the GSM family of
systems on the allocation of TETRA codes.
The present document is intended primarily for use by National Numbering Plan Administrator and National TETRA
Numbering Administrator (NTNA) and network operators.
TR 102 300-5 [2] gives further information about the implementation of the ITSI and the various dialling arrangements
that may be used.
