Overview
SIST EN 300 138-2 V1.3.4:2005 defines the Protocol Implementation Conformance Statement (PICS) proforma for the Closed User Group (CUG) supplementary service using the Digital Subscriber Signalling System No. one (DSS1) protocol in Integrated Services Digital Network (ISDN) environments. Developed by the Slovenian Institute for Standardization (SIST) and aligned with EN 300 138-2, this standard ensures that implementations of the CUG supplementary service conform to relevant protocol requirements and facilitates consistent conformance verification across ISDN deployments.
The document serves as Part 2 of a multi-part standard covering DSS1 protocol specifications for the CUG supplementary service. Its primary role is to provide a structured framework (PICS proforma) enabling suppliers to specify which protocol requirements are supported in their implementations, supporting thorough compliance assessment and interoperability.
Key Topics
- ISDN and DSS1 Protocols: Focuses on the ISDN environment, specifically the application of the DSS1 protocol for supplementary services.
- Closed User Group (CUG): Provides a mechanism for forming user groups with restricted communication privileges within ISDN.
- Protocol Implementation Conformance Statement (PICS): The core concept, enabling implementers to declare and detail the extent of protocol support.
- Reference Updates: This edition updates cross-references from ETS 300 102-1 and associated I-ETSs to ETS 300 403, reflecting the latest guidance on basic call control.
- Consistent Verification: Establishes defined instructions, data points, and roles-user and network-to ensure verifiable, repeatable conformance testing.
PICS Proforma Structure
- Identification Data: Implementation, product supplier, system under test, and key contact details.
- Roles and Capabilities: Differentiates user and network roles with tailored assessment criteria.
- Major and Subsidiary Capabilities: Details basic and extended protocol features relevant for CUG.
- Protocol Data Units and Parameters: Outlines required and optional message elements, their parameters, and how they are handled.
- Conformance Statements: Includes global conformance assertions and a requirements list linking to related standards and supplementary service interactions.
Applications
- ISDN Equipment Development: Equipment manufacturers use the PICS proforma to declare protocol support in digital exchanges, network elements, or customer premises equipment implementing DSS1 and CUG services.
- Network Operator Procurement: Telecom service providers and national operators utilize PICS-provided information to select equipment or solutions that are verified for standards-compliant CUG operation.
- Interoperability Testing: Facilitates static conformance review and dynamic testing for ISDN products, reducing risks of incompatibility and service disruption.
- Customized ISDN Services: Enterprises looking to implement closed user groups with advanced call control and access restrictions rely on conformant products and networks, as verified by standardized PICS submissions.
Related Standards
For full and up-to-date compliance and implementation referencing, the following standards are particularly relevant:
- EN 300 138-1: Protocol specification for ISDN CUG supplementary service, which defines the base requirements covered by this PICS.
- EN 300 403: Digital Subscriber Signalling System No. one (DSS1) protocol - updated reference for basic call control protocols.
- EN 300 195-1/2: Supplementary service interactions using DSS1 protocol and their corresponding PICS proforma.
- EN 300 196-1/2: Generic functional protocol and PICS for supplementary services in ISDN.
- ISO/IEC 9646-7: International guidance for open systems interconnection and standardized conformance testing.
- ITU-T Recommendations I.411 and I.130: Reference configurations and characterization methods for ISDN.
Implementing SIST EN 300 138-2 V1.3.4:2005 supports robust, standards-based development and deployment of ISDN CUG supplementary services. Compliant use of the PICS proforma promotes transparent conformance reporting, reliable equipment interoperability, and streamlined network operations in line with European and international telecommunications standards.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 2 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Closed User Group (CUG)
supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
To evaluate conformance of a particular implementation, it is necessary to have a statement of which capabilities and
options have been implemented for a given Open Systems Interconnection (OSI) protocol. Such a statement is called a
Protocol Implementation Conformance Statement (PICS).
The present version updates the references to the basic call specifications.

1 Scope
This second part of EN 300 138 is applicable to the stage three of the Closed User Group (CUG) supplementary service
for the pan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunications
operators at the T reference point or coincident S and T reference point (as defined in ITU-T Recommendation
I.411 [11]) by means of the Digital Subscriber Signalling System No. one (DSS1) protocol. Stage three identifies the
protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [10]).
The present document provides the Protocol Implementation Conformance Statement (PICS) proforma for the ISDN
DSS1 CUG supplementary service protocol as specified in EN 300 138-1 [2] in compliance with the relevant
requirements and in accordance with the relevant guidance given in ISO/IEC 9646-7 [9].
The supplier of a protocol implementation which is claimed to conform to EN 300 138-1 [2] is required to complete a
copy of the PICS proforma provided in annex A of the present document and is required to provide the information
necessary to identify both the supplier and the implementation.

shall preserve the numbering and ordering of the items in annex A.
A PICS which conforms to this PICS proforma specification shall:
a) describe an implementation which claims to conform to EN 300 138-1 [2];
b) be a conforming ICS proforma which has been completed in accordance with the instructions for completion

PICS proforma
Notwithstanding the provisions of the copyright clause related to the text of the present document, ETSI grants that users
of the present document may freely reproduce the PICS proforma in this annex so that it can be used for its intended
purposes and may further publish the completed PICS.
A.1 Instructions for completing the PICS proforma
A.1.1 Identification of the implementation
Identification of the Implementation Under Test (IUT) and the system in which it resides (the System Under Test
(SUT)) should be filled in so as to provide as much detail as possible regarding version numbers and configuration
options.
The product supplier information and client information should both be filled in if they are different.
A person who can answer queries regarding information supplied in the PICS should be named as the contact person.
The SCS as defined in ISO/IEC 9646-1 [8] is a document supplied by the client or product supplier that summarizes

which conformance is claimed. The PICS/SCS subclause should describe the relationship of the PICS to the SCS.
A.1.2 Global statement of conformance
If the answer to the statement in this subclause is "Yes", all subsequent subclauses should be completed to facilitate
selection of test cases for optional functions.
If the answer to the statement in this subclause is "No", all subsequent subclauses should be completed, and all non-
supported mandatory capabilities should be identified and explained. Explanations may be entered in the comments field
at the bottom of each table or on attached sheets of paper.
A.1.3 Explanation of PICS proforma subclauses
The PICS proforma contains a Roles clause and thereafter is presented in two parts (for user and network) with the
following subclauses, as required:
- major capabilities;
