Overview

SIST ETS 300 691 E1:2003 defines location handling services in Private Integrated Services Networks (PISN) for Cordless Terminal Mobility (CTM). Developed by SIST and aligned with European telecommunications standards, this standard provides a stage 1 service description for location registration, deregistration, and service profile management for cordless users within PISN environments. It outlines the essential functionalities required to support CTM roaming and maintain user service profiles as users move between different locations in a PISN.

These location handling services are crucial for enterprises deploying business telephony systems that need seamless user mobility. The standard addresses two main services: Cordless Terminal Location Registration (SS-CTLR) and Transfer of Service Profile (ANF-CTSP), enabling both location awareness and profile consistency across the network.

Key Topics

  • Cordless Terminal Mobility (CTM): Describes the support for cordless terminals moving within a PISN while maintaining full voice and service access.
  • Location Registration and Deregistration: Covers how users can register or deregister their cordless terminals at specific location areas within the network, ensuring calls and services are correctly routed.
    • Registration ensures users receive calls and access services at new locations
    • Deregistration notifies the network when the user is unavailable
  • Service Profile Transfer: Ensures that all user-specific service configurations (e.g., forwarding, call barring) are available wherever the user registers within the PISN.
  • Security and Authentication: Includes support for validating the user’s identity during registration through permanent or temporary identifiers and possible authentication mechanisms.
  • Interactions with Supplementary Services: Outlines how location handling services interact with other PISN capabilities (e.g., call diversion, call completion, do not disturb).

Applications

The standard is directly applicable in the following situations:

  • Enterprise PISN Deployments: Organizations implementing private telecommunication networks to enable cordless mobility for their staff, improving productivity and accessibility.
  • Enhanced User Mobility: Supports dynamic work environments by allowing users to move freely between offices, buildings, or campus sites while maintaining seamless telephony services.
  • Telecom System Integration: Used by system integrators and manufacturers to ensure compatibility and interoperability of PBXs, network equipment, and cordless terminals.
  • Network Service Management: Enables effective management of user access, mobility, and service profiles, resulting in robust operations for telecom administrators.

Key industries leveraging these applications include business communications, healthcare, education campuses, and large-scale industrial sites with internal telephony needs demanding high mobility and reliability.

Related Standards

  • ETS 300 171: Defines basic service control aspects in private telecommunication networks.
  • ETS 300 415: Provides core terms and definitions used in PTN and PISN contexts.
  • ISO/IEC 11579-1: Reference configurations for PISN exchanges (PINX).
  • ETS 300 387: Methodology for the specification of basic and supplementary services in PTN.
  • CCITT Recommendation I.130: Characterization of telecommunication services within ISDN.
  • ITU-T Recommendation I.210: Principles of telecommunication services and their descriptions.
  • ITU-T Recommendation Z.100: Specification and Description Language (SDL) for service modeling.

Integrating SIST ETS 300 691 E1:2003 into a PISN ensures standardized, secure, and flexible location handling for cordless terminal users, supporting enterprise mobility requirements in modern business communications.

1 Scope
This European Telecommunication Standard (ETS) describes the stage one of the location handling
services for Private Integrated Services Networks (PISNs). It comprises two related but distinct service
descriptions. The first is a service allowing a Cordless Terminal Mobility (CTM) user to register or
deregister at a location area in the PISN (SS-CTLR). The second is an Additional Network Feature (ANF)
used by different parts of the PISN to transfer or access service profiles (ANF-CTSP). Stage one is an
overall service description from the user's point of view, but does not deal with the details of the human
interface itself, see CCITT Recommendation I.130 [5].
The Cordless Terminal Location Registration Supplementary Service (SS-CTLR) enables a CTM user to
register at, or deregister from, the current location area within the PISN. The ability to register at different
location areas in the PISN at different times enables the CTM user to maintain the provided services
(including the ability to make and receive calls) at different access points. Deregistration is used to inform
the PISN that the CTM user is temporarily unable to make use of the provided services (including the
receipt of incoming calls).
The Transfer of Service Profiles Additional Network Feature (ANF-CTSP) enables different parts of the
PISN to transfer or access service profiles, thereby allowing CTM users to maintain their service profiles
when changing location area within the PISN.
This ETS contains the stage 1 specification of the location handling services. Service specifications are
produced in three stages according to the method described in ETS 300 387 [4].
The purpose of the stage 1 specification is to guide and constrain the work at stage 2 and stage 3. Where
the text indicates the status of a requirement (i.e. as strict command or prohibition or as authorisation
leaving freedom as a capability or possibility) this is reflected in the text of the relevant stage 2 and stage 3
standards.
This ETS applies to CTM only within a single PISN.
Conformance to this ETS is met by conforming to the stage three standards with the field of application
appropriate to the equipment being implemented. Therefore, no method of testing is provided for this ETS.
