Overview
SIST EN 300 472 V1.2.2:2005 specifies the method for conveying ITU-R System B Teletext-often referred to as EBU Teletext-within Digital Video Broadcasting (DVB) bitstreams. Developed jointly by key European standards organizations such as the European Broadcasting Union (EBU) and the European Telecommunications Standards Institute (ETSI), this standard ensures reliable transport of Teletext content in digital television environments.
Teletext services, widely used for subtitles and information services, have a longstanding role in television broadcasting. The integration with DVB bitstreams maintains compatibility with legacy TV receivers while supporting robust digital transmission. This standard addresses editorial updates and is aligned with EN 300 472 V1.2.2, ensuring clarity and consistency for broadcast and receiver manufacturers.
Key Topics
- Conveying ITU-R System B Teletext: Defines how Teletext data, as per ITU-R Recommendation 653, is mapped into DVB-compliant bitstreams-enabling subtitle and text information in digital broadcasts.
- Support for MPEG-2 Transport Streams: Ensures the use of ISO/IEC 13818-1 (MPEG-2) as the framework for packetizing and delivering Teletext data.
- Backwards Compatibility: Facilitates transcoding Teletext information into the analogue Vertical Blanking Interval (VBI) for usage on conventional TV receivers.
- Teletext Descriptor Use: Employs DVB Service Information (SI), specifically the Program Map Table (PMT) and Teletext descriptor, to identify and manage Teletext streams.
- Accurate Timing for Subtitles: Supports synchronized transmission of subtitles with video content, meeting stringent timing accuracy to optimize viewer experience.
- Transport Syntax & Semantics: Details the structure of Packetized Elementary Streams (PES) and Transport Stream (TS) packets, including Teletext data identification and alignment requirements.
- Teletext Decoder Model: Describes a conceptual model for Teletext decoding to ensure consistent presentation timing, while allowing for diverse implementation strategies.
Applications
The standard is essential for:
- Digital Television Broadcasting: Broadcasters use it to embed Teletext services-news, subtitles, and information-in MPEG-2 based DVB transmissions, ensuring wide accessibility.
- Set-Top Boxes and Televisions: Manufacturers implement support for Teletext decoding in consumer electronics, guaranteeing legacy service compatibility and expanding content accessibility.
- Transcoding Facilities: Service providers utilize the standard to convert Teletext data for hybrid or analogue-digital broadcast environments, maintaining service continuity.
- Subtitling Services: Enables precise transmission and display of timed subtitles, crucial for accessibility services targeting deaf and hard-of-hearing viewers.
Related Standards
Organizations and professionals employing SIST EN 300 472 V1.2.2:2005 will often encounter these related standards:
- ISO/IEC 13818-1 (MPEG-2): Underpins the general structure of digital video, audio, and data transport streams.
- EN 300 468: Defines DVB Service Information (SI), essential for identifying Teletext streams and related metadata within DVB systems.
- ITU-R Recommendation 653: Specifies ITU-R System B, forming the basis for EBU Teletext encoding and transmission.

European Broadcasting Union (EBU), Comité Européen de Normalisation ELECtrotechnique (CENELEC) and the
European Telecommunications Standards Institute (ETSI).
NOTE: The EBU/ETSI JTC was established in 1990 to co-ordinate the drafting of standards in the specific field
of broadcasting and related fields. Since 1995 the JTC became a tripartite body by including in the
Memorandum of Understanding also CENELEC, which is responsible for the standardization of radio and
television receivers. The EBU is a professional association of broadcasting organizations whose work
includes the co-ordination of its members' activities in the technical, legal, programme-making and

Digital Video Broadcasting (DVB) Project
Founded in September 1993, the DVB Project is a market-led consortium of public and private sector organizations in
the television industry. Its aim is to establish the framework for the introduction of MPEG-2 based digital television
services. Now comprising over 200 organizations from more than 25 countries around the world, DVB fosters market-
led systems, which meet the real needs, and economic circumstances, of the consumer electronics and the broadcast
industry.

1 Scope
The present document specifies the method by which ITU-R System B Teletext (ITU-R Recommendation 653 [3]),
also known as EBU Teletext (see EBU SPB 492 [4]), may be carried in DVB bitstreams. This transport mechanism is
intended to satisfy the following requirements:
- to support the transcoding of the Teletext data into the Vertical Blanking Interval (VBI) of analogue video.
The transcoded signal should be compatible with existing TV receivers with Teletext decoders;
- the maximum data rate for each Teletext service is equivalent to 16 lines per field so that the service is always
suitable for transcoding into the VBI;
- the transmission mechanism should be capable of transmitting subtitles with accurate timing with respect to the
video (i.e. to within or near frame accuracy).
A more general data transport mechanism for conveying new types of data services is outside the scope of the present
document, but the transport syntax specified here can also be adapted for other data.
